SEPTEMBER 18, 2018, THIRTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, September 18, 2018 at 4:30 p.m. Board members present were Ung, De Witt, Pottebaum, Radig, and Taylor. Staff members present were Dennis Butler, Budget/Tax Analyst, Joshua Widman, Assistant County Attorney, Heather Satterwhite, Public Bidder, Melissa Thomas, Human Resources Director, and Michelle Skaff, Deputy Auditor/Clerk to the Board.
The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.
There were no citizen concerns.
Motion by De Witt second by Radig to approve the agenda for September 18, 2018. Carried 5-0. Copy filed.
Motion by De Witt second by Radig to approve the following items by consent:
To approve minutes of the September 11, 2018 meeting. Copy filed.
To approve the claims totaling $585,096.89. Copy filed.
To approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Dwayne Ray Peterson, parcel #884705209004, 1820 S. Maple, Sioux City.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Dwayne Ray Peterson, is the titleholder of property located at 1820 S. Maple, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 884705209004
MORNINGSIDE N 15 FT LOT 17 & LOT 18 BLOCK 17
WHEREAS, Dwayne Ray Peterson, is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2017 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

A RESOLUTION THANKING AND COMMENDING
TODD TROBAUGH
FOR HIS SERVICE TO WOODBURY COUNTY
WHEREAS, Todd Trobaugh has capably served Woodbury County as an employee of the Sheriff’s Office for 18 years from August 21, 2000 to November 2, 2018; and
WHEREAS, the service given by Todd Trobaugh as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Todd Trobaugh for his years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Todd Trobaugh.

To approve the separation of Leroy Towne, Sheriff Reserve Officer, County Sheriff Dept., effective 08-31-18. Resignation.; the appointment of Todd Hayes, P/T Youth Worker, Juvenile Detention Dept., effective 09-20-18, $18.88/hour. Job Vacancy posted 7-25-18. Entry Level Salary: $18.88/hour.; the appointment of Nicole Kline, Clerk II, County Treasurer Dept., effective 09-24-18, $16.43/hour. Job Vacancy posted 8-15-18. Entry Level Salary: $16.43/hour.; and the reclassification of Patricia Raymond, Clerk II, County Treasurer Dept., effective 10-03-18, $17.19/hour, 4.5%=$.76/hr. Per AFSCME Courthouse Contract agreement, from Grade 3/Step 1 to Grade 3/Step 2. Copy filed.
To approve the tile line permit and a permit to work in the right of way for Lewis Byers. Copy filed.

Motion by Radig second by De Witt to defer designating representation of the Board during at least 2 Source Water Protection meetings throughout the planning process and serve as contact person between the Board and the City of Pierson. Carried 5-0. Copy filed.
A public hearing was held at 4:40 p.m. for input on Crossroad Bridge Incentive Program. The Chairperson called on anyone wishing to be heard.
Motion by Radig second by Taylor to receive documents in support of leaving the structures in place. Carried 5-0. Copy filed.
Motion by Radig second by Taylor to close the public hearing. Carried 5-0.
Motion by De Witt second by Ung to ask Iowa DOT to raise both overpass structures as proposed. Carried 5-0. Copy filed.
Motion by Radig second by Taylor to sign a letter notifying the Iowa DOT of their decision on the option to participate in the DOT program. Carried 5-0. Copy filed.
Dan Lee of Salix inquired as to if there will be a letter from the DOT to indicate that the bridges will be raised.
Motion by Pottebaum second by Radig to accept the trade in quote to Murphy Tractor for $11,900. Carried 5-0. Copy filed.
Steve Hofmeyer, presented the official Canvass of the River Valley Special Election held in Woodbury County on September 11, 2018.

For the question, there were: One hundred eleven (111) votes
Against the question, there were: One hundred forty-three (143) votes
TOTAL Two hundred fifty-four (254) votes
We therefore declare the public measure not to be adopted.
Motion by Radig second by De Witt to receive the Canvass. Carried 5-0. Copy filed.
Motion by De Witt second by Taylor to approve Goldberg Group Architects proposal dated September 12, 2018 for $24,850.00 for LEC study. Carried 5-0. Copy filed.
Motion by Radig second by De Witt to accept the proposal from ES&S to provide voting equipment to Woodbury County with and implementation cost of $375,655.84 and sign a Sales Order Agreement reflecting those terms after a review by the County Attorney’s office. Carried 5-0. Copy filed.
The Board heard reports on committee meetings.
Auditor Pat Gill asked the Board to consider holding a special meeting on November 14, 2018 to canvass the November 6, 2018 election.
Don Lord and Frank Huseman addressed the Board with appreciation for their decision on keeping the bridges intact.
There were no board concerns.
The Board adjourned the regular meeting until September 25, 2018.
