JUNE 22, 2010 — TWENTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 22, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, and Smith; Walish was absent. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney, and Patrick F. Gill, Auditor/ Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Smith to approve the minutes of the June 15, 2010 Board meeting. Carried 4-0. Copy filed.
The Board approved a leave of absence for Michael D. Jarabeck, Engineering Tech II, Secondary Roads Dept., effective 04/27/2010. Military leave of absence (9 months). Copy filed.
The Board approved the separation of Deborah Fuller, Victim/Witness Coordinator, County Attorney Dept., effective 06/30/2010. Lay-off due to budgetary constraints. Copy filed.
The Board approved the reclassification of Sabrina L. Cooley, Part-time Youth Worker, Juvenile Detention Dept., $16.62/hour, effective 07/07/2010. Per AFSCME Juvenile Detention contract agreement, Grade 1, Step 2 to Grade 1, Step 3 – new fiscal year. Copy filed.
The Board approved an end of probation salary increase for James M. Grell, Equipment Operator, Secondary Roads Dept., $19.24/hour, effective 07/11/2010. End of probation salary increase per CWA contract agreement – new fiscal year. Copy filed.
The Board discussed a County property usage policy for county employees with Human Resources Director J. D. Pellersels.
Motion by Clausen second by Monson to adopt the county property usage policy, per recommendation of the Human Resources Director. Carried 4-0.
Motion by Clausen second by Smith to approve and authorize the Chairman to sign a Resolution setting the public hearing date and sale of property parcel #436725 (110 S. John Street), as 07/06/2010, 10:15 a.m. Carried 4-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
The South One-Half of Lot Eight in Block Ten, Riverview Addition,
City of Sioux City, Woodbury County, Iowa
(110 S. John Street)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 6th Day of July, 2010 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 6th Day of July, 2010, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $607.00 plus recording fees.
4. That this resolution, preceded by the caption "Notice of Property Sale"
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

The Board reviewed a re-zoning petition submitted by Wild Oats, LLC. with John Pylelo, Planning and Zoning Administrator.
Motion by Clausen second by Monson to approve the re-zoning petition and forward it to the Zoning Commission for public hearing and recommendations. Carried 4-0.
Motion by Smith second by Monson to receive a notice for a recount of the Primary Election held 06/08/2010, and order a recount of the votes cast, per recommendation of Patrick F. Gill, County Auditor/Recorder and Commissioner of Elections. Carried 4-0.
Motion by Monson second by Smith to approve the addition of two more counties to the Sioux Rivers RC&D area, per recommendation of Darrell Geib, RC&D Coordinator, Sioux Rivers RC&D. Carried 4-0.
Motion by Smith second by Monson to approve and authorize the Chairman to sign three underground tile permits submitted by Lundell Construction, per recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign a certificate of completion for the retaining wall project at 1010 18th Street, per recommendation of the County Engineer. Carried 4-0. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign a permit to perform work within the right-of-way, submitted by the City of Sioux City Fire Department, with work to be performed by Nystrom Electric, per recommendation of the County Engineer. Carried 4-0. Copy filed
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until June 29, 2010.
