NOVEMBER 18, 2008FORTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, November 18, 2008 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Loan Hensley, Assistant County Attorney/Board Legal Counsel, and Jean Jessen, Deputy/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Board of Supervisors meeting was called to order.
Motion by Monson second by Batcheller to approve the Board minutes of the October 28, 2008 meeting as submitted. Carried 5-0. Copy filed.
Motion by Batcheller second by Monson to approve the Board minutes of the November 4, 2008 meeting as submitted. Carried 5-0. Copy filed.
Motion by Boykin second by Clausen to approve and receive for signatures, a Class C Beer Permit application for Heritage Express-Winnavegas, 1501 330th Street, Sloan, Iowa, effective 01/18/2009 through 01/17/2010. Carried 5-0. Copy filed.
Bid letting was held at 10:05 a.m. for skylight replacement. The bids were as follows:
Holtz Construction $312,900.00
There were no other bids.
Motion by Batcheller second by Clausen to receive the bid and submit it to Larry Ericsson for review and recommendations. Carried 5-0. Copy filed.
The Board approved the appointment of Jacob F. Verdoorn, Part-time Youth Worker, Juvenile Detention Dept., $14.50/hour, effective 11/20/2008. Job vacancy posted 08/06/2008 and 09/23/2008. Entry level salary: $14.50/hour. Copy filed.
The Board approved the reclassification of Susan R. Everton, Motor Vehicle Clerk II, County Treasurer Dept., $16.11/hour, effective 11/24/2008. Per AFSCME Courthouse contract agreement, from Grade 3, Step 4 to Grade 3, Step 5. Copy filed.
The Board approved the reclassification of Adam D. Teel, Part-time Youth Worker, Juvenile Detention Dept., $15.07/hour, effective 12/05/2008. Per AFSCME Juvenile Detention contract agreement, from Grade 1, Step 1 to Grade 1, Step 2. Copy filed.
The Board approved the reclassification of Kyle D. Gates, GIS Systems Analyst, Secondary Roads Dept., $21.97/hour, effective 12/07/2008. Per Wage Plan matrix, from probationary level to 3-year level. Copy filed.
Motion by Boykin second by Clausen to approve and authorize the Chairman to sign an Authorization To Initiate Hiring Process for:
2 Temporary Equipment Operators, Secondary Roads Dept. Entry level: C. W. A. $17.38/hour

The Board discussed funding and vendors for the Countys flexible benefit plan with Ed Gilliland, Gallagher Benefit Services.
Motion by Clausen second by Monson to use Secure Benefits as the vendor for the Countys flexible benefit plan. Carried 4-0, Batcheller abstained.
The Board discussed the 65+ retiree informational benefit letter (Medicare supplement plan and dental) with Ed Gilliland, Gallagher Benefit Services.
Motion by Clausen second by Boykin to approve supplemental plan F, K, or L for the 65+ retirees. Carried 4-0, Batcheller abstained.
Motion by Clausen second by Boykin to approve Delta Dental for the 65+ retirees. Carried 4-0, Batcheller abstained.
Motion by Clausen second by Boykin for spouses to remain on all coverages. Carried 4-0, Batcheller abstained.
Motion by Monson second by Boykin to approve and authorize the Chairman to sign a Certification of Indirect Costs rate proposal for the Woodbury County Sheriffs Dept., per recommendation of Clinton Meadows, Law Enforcement Terrorism Prevention Program. Carried 5-0. Copy filed.
Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for property parcel #369525 (2111 West Street) on 12/02/2008 at 10:15 a.m.. Carried 5-0.

the 2nd Day of December, 2008 at 10:15 oclock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate on the 2nd
Day of December, 2008, immediately following the closing of the public
hearing to Jose Ramon Topete and Rosalba M. Topete only per Code of
Iowa 331.361 (2).
3. That said Board proposes to sell the said real estate to Jose Ramon Topete
and Rosalba M. Topete only for consideration of $1.00 plus recording
fees.
4. That this resolution, preceded by the caption 'Notice of Property Sale'
and except for this subparagraph 4 be published as notice of the
aforesaid proposal, hearing and sale.

Motion by Batcheller second by Boykin to approve and authorize the Chairman to sign a Final Voucher for project #BROS-CO97(80)60-97, per recommendation of Richard Storm, County Engineer. Carried 5-0. Copy filed.
The Board discussed cost sharing with the NRCS to repair damaged property adjacent to a past project site, with County Engineer Richard Storm.
Motion by Boykin second by Clausen to approve cost sharing with the NRCS for repairs to damaged property adjacent to a past project site located near Michigan Avenue, per recommendation of the County Engineer. Carried 5-0.
The Board, along with Liz Shermerhorn, Juvenile Detention Dept., and Kathy Heibel, Building Services Dept., held the United Way Campaign prize drawing.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda or Supervisors concerns.
Motion by Batcheller second by Boykin to go into Closed Session per Iowa Code Section 21.5(1)(c). Carried 5-0 on a roll-call vote.

roll-call vote.
