AUGUST 30, 2005 THIRTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 30, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Suzanne Coburn-Van Veen, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of August 23, 2005 amended to strike the seventh motion and insert:

Motion by Monson second by Batcheller to create, upon rescission of court order dealing with Courthouse security filed on August 9, 2005, a Board line item of $100,000.00 for security purposes and to continue to discuss and consider Courthouse security issues. Carried 5-0. Copy filed.

The Board discussed the Employee Assistance Program (EAP) contract for fiscal year 2005/2006, with Human Resources Director J. D. Pellersels, and Jerry Kuiper from Mercy Behavioral Care.

Motion by Batcheller second by Walish to approve the request to continue the Employee Assistance Program (EAP) for fiscal year 2005/2006. Carried 5-0.

The Board discussed consideration of creating an internship program for Woodbury County Social Services Targeted Case Management, with Patty Erickson-Puttmann, Social Services Coordinator.

Motion by Monson second by Clausen to approve the request to create an internship program for Woodbury County Social Services Targeted Case Management. Carried 5-0.

The Board discussed the Woodbury County United Way Campaign for 2005 with Diane Swoboda Peterson, John Pylelo, Peggy Napier and Regis Garvey.

Motion by Batcheller second by Walish to approve the request of up to $500.00 to fund the internal marketing campaign. Carried 5-0.

The Public Hearing and Sale of Property for parcel #057465 (aka 1508 Center Street) was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.

Motion by Batcheller second by Walish to close the hearing as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on real estate parcel #057465. Jesus Villegas bid $309.00. Ozziel Loera bid $400.00. Jesus Villegas bid $450.00. Ozziel Loera bid $500.00. Jesus Villegas bid $600.00. Ozziel Loera bid $700.00. Jesus Villegas bid $800.00. Ozziel Loera bid $850.00. Jesus Villegas bid $950.00. Ozziel Loera bid $1,000.00. Jesus Villegas bid $1,100.00.

Motion by Clausen second by Walish to accept the bid of Jesus Villegas for $1,100.00 plus recording fees for real estate parcel #057465. Carried 5-0.

OF WOODBURY COUNTY, IOWA:
RESOLUTION #9955

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By Jesus Villegas in the sum of One Thousand, one hundred dollars ($1,100)For the following described real estate, To Wit:

Parcel #057465

West Hundred Feet (W 100 ft) Lot Nine (9) Block Thirty-two (32) North Sioux City
Addition, City of Sioux City, Woodbury County, Iowa
(aka 1508 Center Street) Now and included in and forming a part of the City of Sioux City , Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real
Estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Bid letting was held at 10:20 a.m. for insulation work at the maintenance sheds in Lawton and Oto. Bids were as follows:

Lawton Facility:

Oto Facility:

Huxley, Iowa

There were no more bids.

Motion by Clausen second by Monson to receive the bid and refer it to Richard Storm, County Engineer for recommendation. Carried 5-0. Copy filed.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Rob Marqusee, Economic Development Director presented information regarding clerical errors in the countys organic farming policy and John Pylelo, county zoning director answered questions from the Board.

The Board adjourned the regular meeting until September 6, 2005.
