SEPTEMBER 6, 2005 THIRTY-FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, September 6, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Suzanne Coburn-Van Veen, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Clausen second by Monson to approve the Board minutes of August 30, 2005 amended to include Suzanne Coburn-Van Veen, Assistant County Attorney, under staff members present. Carried 5-0. Copy filed.

The Board approved the separation of Kyle D. Gates, Temporary Engineering Aide, Secondary Roads Dept., effective 09/07/2005. End of temporary work. Copy filed.

The Board approved the appointment of Robert F. Norris, Full-time Youth Worker, Juvenile Detention Dept., $16.54/hour, effective 09/07/2005. In-house vacancy posted 08/24/2005. From part-time to full-time at current salary. Copy filed.

The Board approved the appointment of David J. Kyte, Correctional Officer, County Sheriff Dept., $14.18/hour, effective 09/07/2005. Job vacancy posted 07/27/2005. Entry level salary: $14.18/hour. Copy filed.

The Board approved the separation of Nathan R. Roggatz, Temporary Summer Laborer, Secondary Roads Dept., effective 09/14/2005. End of temporary work.

The Board approved the separation of Loan T. Huynh, Assistant County Attorney, County Attorney Dept., effective 10/14/2005. Resignation.

Motion by Clausen second by Walish to approve and authorize the Chairman to sign an Authorization to Initiate Hiring Process for:

(1) Temporary Engineering Aide, Secondary Roads Dept., $11.50/hour

(1) Social Services Internship Position, Social Services Dept., 9 month, temporary part-time status, $7.00/hour

(1) Part-time Male Youth Worker, Juvenile Detention Dept., AFSCME J. D. $13.14/hour

(1) Assistant County Attorney, County Attorney Dept., AFSCME Attorney $41,873-$48,425/year

Carried 5-0. Copy filed.

Mr. Boykin excused himself and Mr. Walish assumed the Chair.

The Board discussed revisions to the Sioux City Community School District, Woodbury County Social Services Memorandum of Understanding, with Patty Erickson-Puttmann, Social Services Coordinator.

Motion by Clausen second by Monson to approve the Sioux City Community School District and Woodbury County Social Services Memorandum of Understanding. Carried 4-0.

Boykin back in the Chair.

The Board discussed a request for prevention money with Juvenile Detention Director Mark Olsen.

Motion by Batcheller second by Walish to receive and approve the recommendation of County Engineer Richard Storm, to accept the bid from Ten Point Construction Company, Inc. of Denison, Iowa for maintenance concrete pavement repairs. Total bid amount was $127,591.60. Carried 5-0. Copy filed.

Motion by Monson second by Clausen to receive and approve the recommendation of County Engineer Richard Storm, to accept the bid from Prairie Foam Insulators for insulation work at the Oto and Lawton maintenance sheds. Total bid amount was $55,246.12. Carried 5-0. Copy filed.

The Public Hearing and Sale of Property for parcel #116340 (aka 1117 Pacific Street) was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.

Motion by Batcheller second by Clausen to close the hearing as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on real estate parcel #116340. There was no one present to bid.

Motion by Clausen second by Batcheller to contact those who showed interest and if interest still exists, than republish for bids. Carried 5-0.

Motion by Batcheller second by Clausen to approve lifting the tax suspension for Josephine Harrison, as the property has been sold. Carried 5-0. Copy filed.

Motion by Walish second by Clausen to approve and authorize the Chairman to sign a Resolution for a tax suspension for Raymond Parker. Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES

WHEREAS, Raymond Parker, as titleholder of property located 2601 Wilson Street, Sioux City, Woodbury County, Iowa, and legally described as follows:

Lots Ten, Eleven, Twelve, Thirteen and Fourteen (10, 11, 12, 13 & 14) Block Three (3) Riverside Heights Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Raymond Parker of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

SO RESOLVED this 6th day of September, 2005.

WHEREAS, Clara Ueding, are titleholders of a mobile home located at 5309 Hwy 75, Lot 170, City of Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Clara Ueding as titleholder of the aforementioned real estate has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1997 Iowa Code section 427.9, and

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

Motion by Batcheller second by Monson to go into closed session per Iowa Code 21.5(1)(c). Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until September 13, 2005.
