AUGUST 16, 2005 THIRTY-FIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 16, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented. Copy filed.

Meeting called to order.

Motion by Batcheller second by Walish to approve the Board minutes of August 9, 2005 as submitted. Carried 5-0. Copy filed.

The Board approved the appointment of Deborah A. Bray, Human Resources Clerk II, Human Resources Dept., $11.36/hour, effective 08/17/2005. Job vacancy posted 05/18/2005. FY 05/06 entry salary: $11.36/hour. Copy filed.

The Board approved the appointment of Suzanne Coburn-Van Veen, Assistant County Attorney/Civil Division, County Attorney Dept., $41,873/year, effective 08/18/2005. Job vacancy posted 07/13/2005. FY 05/06 salary range: $41,873-$48,425/year. Copy filed.

The Board approved the reclassification of Amber D. Wilkinson, full-time Youth Worker, Juvenile Detention Dept., $13.65/hour, effective 08/30/2005. Per AFSCME JD contract agreement, from grade 1, step 1 to grade 1, step 2. Copy filed.

Motion by Walish second by Monson to approve and authorize the Chairman to execute an agreement with NACO and Advance PCS, Advance PCS Health, L. P. for managed pharmacy benefit services for the consumer card program for Woodbury County residents. Carried 5-0. Copy filed.

Motion by Clausen second by Walish to postpone for one week action to approve and authorize the Chairman to sign a memorandum of understanding between Woodbury County Social Services and Western Iowa Tech Community College for funding Project Serve for one year beginning September 1, 2005 and ending August 31, 2006, with future funding consideration dependent upon availability and performance review. Carried 5-0. Copy filed.

Mr. Boykin excused himself for the next agenda item and Mr. Walish assumed the Chair.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign a memorandum of understanding and assurances with the Sioux City Community School District, for Safe Schools/Healthy Students program, for the designated one year time period, with future funding consideration dependent upon fund availability and performance review. Carried 4-0. Copy filed.

Mr. Boykin assumed the Chair.

The Public Hearing and Sale of Property for parcel #093525 (1227 17th Street) was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.

Motion by Batcheller second by Clausen to close the hearing as there was no one present wishing to be heard on said sale. Carried 5-0.

Chairman called for bids on real estate parcel #093525. John Watson bid $203.00 plus recording fees.

Motion by Batcheller second by Walish to accept John Watsons bid of $203.00 plus recording fees for real estate parcel #093525. Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By John Watson in the sum of Two Hundred Three and no/100 dollars

For the following described real estate, To Wit:

Parcel #093525
Lot Three (3) Block Two (2) Chase & Taylor Addition, City of Sioux City, Woodbury County, Iowa
(1227 17th Street)

Now and included in and forming a part of the City of Sioux City , Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign Notice to Terminate Farm Tenancy for Gregory J. Jochum, Salix, Iowa. Carried 5-0. Copy filed.

Motion by Monson second by Walish to approve the reappointment of Katie Colling and the appointment of Tim Bottaro to fill two positions on the Compensation Commission. Carried 5-0.

County Treasurer Bob Knowler gave a demonstration of the Countys CD bidding process.

Motion by Batcheller second by Clausen to approve and authorize the Chairman to sign an application to use County highway right-of-way to install underground water line for Ward Douglas Wood, 2224 Banner Avenue, Sergeant Bluff, per recommendation of the County Engineer. Carried 5-0. Copy filed.

The Board discussed court security with County Sheriff Glenn Parrett and Court Administrator Leesa McNeil.

Motion by Monson second by Batcheller to appoint a committee to study Courthouse security. Carried 5-0. Committee members are: Board Supervisors George Boykin and Mark Monson, Building Services Director Mark Elgert, County Treasurer Bob Knowler, Sheriff Glenn Parrett, Judge Walsh, County Attorney Tom Mullin, and Court Administrator Leesa McNeil.

The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.

Motion by Batcheller second by Walish to obtain bids for a washer to replace the unit that was destroyed by fire at the Law Enforcement Center. Carried 5-0.

Motion by Batcheller second by Monson to go into closed session per Iowa Code 21.5 (1) (c). Carried 5-0 on a roll-call vote.
