AUGUST 2, 2005 THIRTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, August 2, 2005 at 9:00 a.m. Board members present were Batcheller, Boykin, Clausen, Monson, and Walish. Staff members present were Karen James, Board Administrative Coordinator, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Meeting called to order.
Motion by Batcheller second by Walish to approve the Board minutes of July 26, 2005 as submitted with a correction to reflect that Clausen and Walish abstained on the approval of the minutes of the July 19, 2005 minutes. Carried 5-0. Copy filed.
The Board approved the separation of Donavan J. Wynn, Part-time Youth Worker, Juvenile Detention Dept., effective 08/07/2005. Resignation. Copy filed.
The Board approved the reclassification of Brigid M. Delaney, Correctional Officer, County Sheriff Dept., $14.72/hour effective 08/10/2005. Per DSA contract agreement from Class 1 to Class 2. Copy filed.
The Board approved the reclassification of Vincent T. Dvorak, Correctional Officer, County Sheriff Dept., $14.72/hour effective 08/11/2005. Per DSA contract agreement from Class 1 to Class 2. Copy filed.
The Board approved the reclassification of David A. Dawson, Assistant County Attorney, County Attorney Dept., $52,863/year effective 08/19/2005. Per AFSCME Assistant Attorney contract agreement, from Step 5 to Step 6. Copy filed.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign an authorization to initiate hiring process for one Part-time Male Youth Worker, Juvenile Detention Dept., AFSCME JD $13.14/hour. Carried 5-0. Copy filed.
Linda Drey and Fran Sadden of Siouxland District Health and Rob Marquesee of the Rural Economic Development Department made a presentation to the Board and discussed possible funding of the Woodbury County Health Initiative, in support of Senator Harkins Wellness Plan, with Rob Marqusee, Rural Economic Development Director. Funding would be for 10% matching funds ($25,000).
Motion by Monson second by Batcheller to approve and authorize the Chairman to sign a letter supporting funding for Senator Harkins Wellness Plan. Carried 5-0.
The Public Hearing and Sale of Property Parcel #029040 (101 13th Street) was held at 10:15 a.m. The Chairman called on anyone wishing to be heard on said sale.
Motion by Batcheller second by Monson to close the hearing as there was no one present wishing to be heard on said sale. Carried 5-0.
Chairman called for bids on real estate parcel #029040. Manuel Abundis bid $628.00 plus recording fees. There were no further bids.
Motion by Batcheller second by Monson to accept Manuel Abundis bid of $628.00 plus recording fees for real estate parcel #029040. Carried 5-0.
RESOLUTION OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA: #9947
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
MANUEL ABUNDIS
in the sum of SIX HUNDRED TWENTY-EIGHT AND NO/100 ($628.00)Dollars for the
following described real estate, to wit: WEST THIRTY-SEVEN AND ONE HALF FEET (W 37 1/2 FT) OF LOTS FIVE (5)
AND SIX (6) IN BLOCK SEVENTY-EIGHT (78) OF THE SIOUX CITY EAST ADDITION, CITY OF SIOUX CITY,

Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
WHEREAS, the Board of Supervisors has determined that the transfer of and the intended use of the real property is for a public purpose in accordance with other State laws, and as such, conveys the property legally described above to the purchaser according to Code of Iowa 331.361(3).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quitclaim Deed for the said premises to the said purchaser.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a warranty deed of a certain parcel of real estate described as:
Lot Three (3) Block Two (2) Chase and Taylor Addition, City of Sioux City, Woodbury County, Iowa (1227 17th Street)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 16th Day of August 2005 at 10:15 o'clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 16th Day of August 2005, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $ 203.00 plus recording
fees.
4. That this resolution, preceded by the caption 'Notice of Property Sale' and except for this subparagraph 4 be published as notice of the aforesaid proposal, hearing and sale.

Supervisor Walish discussed, with the Board, the National Association of Counties (NACO) Prescription Drug Discount Card program, and recommended making it available for all residents of Woodbury County.
Motion by Walish second by Clausen to approve and authorize the Chairman to sign a contract adopting the NACO Prescription Drug Discount Program for all residents of Woodbury County subject to the review of the county attorney. Carried 5-0.
The Board discussed the Challenge Grant with Cal Tyer, Woodbury County Fair Association.
The Chairman asked if there were any individual or group wishing to make a presentation of items not on the agenda or Supervisors concerns.
The Board accepted from the Chief Deputy Charlie Krogmeier, of the Secretary of States Office, a check representing the proceeds of the claim Woodbury County for voting equipment replacement funds for $327,370.00.
Motion by Clausen second by Monson to go into Closed Session per Iowa Code 21.5 (1) (c). Carried 5-0 on a roll-call vote.
Motion by Clausen second by Walish to go out of Closed Session, per Iowa Code 21.5 (1) (c). Carried 5-0 on a roll-call vote.
Motion by Batcheller second by Monson to approve the recommendation of the attorney in the previous executive session. Carried 4-0, Clausen abstained.
The Board adjourned the regular meeting until August 9, 2005.
