SEPTEMBER 10, 2024, THIRTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS 

The Board of Supervisors met on Tuesday, September 10, 2024, at 4:30 p.m.  Board members present were Ung, Radig, Taylor, Bittinger II, and Nelson. Staff members present were Karen James, Board Administrative Assistant and Patrick Gill, Auditor/Clerk to the Board. 

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Ung second by Radig to approve the agenda for September 10, 2024.  Carried 4-1; Taylor was opposed.   Copy filed.

Motion by Ung second by Taylor to approve the following items by consent:

To approve minutes of the September 3, 2024, meeting.  Copy filed.
    
To approve the claims totaling $1,053,816.88.  Copy filed.

To approve the separation of Benjamin Lindgren, Civilian Jailer, County Sheriff Dept., effective 08-28-2024. Resignation.; the appointment of Laura Sievers, County Engineer, Secondary Roads Dept., effective 09-16-24, $166,860.00/year.  Job Vacancy Posted 12/27/2023.; the reclassification of Kelsey Hinrickson, Clerk II - Tax, County Treasurer Dept., effective 09-16-2024, $20.14/hour, 5%=$0.90/hr.  Per AFSCME: From Step 1 to Step 2. RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Abune Aregawi Tigray Orthodox Tewahdo Church is the titleholder of real estate Parcel #894721377013 located in the City of Sioux City, Woodbury County, Iowa and legally described as follows:

WHEREAS, the abovestated property has taxes owing for the 2023 tax year and the parcel is owned by Abune Aregawi Tigray Orthodox Tewahdo Church, and

WHEREAS, the organization, namely Abune Aregawi Tigray Orthodox Tewahdo Church is failing to immediately pay the taxes due; and

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes and; 

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcel according to Code of Iowa, 427.3 for the taxes owed for the 2023 tax year and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Taylor second by Bittinger to approve the emergency service contract and annual payment option with Ziegler-Cat.  Carried 5-0.  Copy filed.

Motion by Taylor second by Bittinger to approve the purchase of a plotter/scanner in the amount of $10,801 from gaming to replace current equipment for GIS/Mapping needs.  Carried 5-0.  Copy filed.

There were no bids submitted for crack routing and sealing.

Motion by Taylor second by Nelson to postpone action to receive the bids and refer them to the County Engineer for review and recommendation.  Carried 5-0.

Bid letting was held for crane rental setting the precast box culvert replacement for county bridge U-137 FHWA #350913.  The bids are as follows:

Godbersen-Smith Construction, Ida Grove, IA        $7,500.00
Dixon Construction, Correctionville, IA            $12,400.00
Barnhart, South Sioux City, NE                $6,884.00

Motion by Nelson second by Ung to award the bid for crane rental setting the precast box culvert replacement for county bridge U-137 FHWA #350913 to Barnhart, South Sioux City, NE, for $6,884.00.  Carried 5-0.  Copy filed.

The Board recessed for a meeting of the Bennett McDonald Levee & Wolf Creek Drainage Districts Trustees meeting.

The Supervisors meeting was called back to order.

Motion by Taylor second by Nelson to approve the agreement for Hospital Morgue Use with UnityPoint Health – Sioux City.  Carried 5-0.  Copy filed.

Reports on committee meetings were heard.

There were no citizen concerns.

Board concerns were heard.

The Board adjourned the regular meeting until September 17, 2024.
