APRIL 2, 2024, FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS 

The Board of Supervisors met on Tuesday, April 2, 2024, at 3:30 p.m.  Board members present were Nelson, Ung, Bittinger II, Radig, and Taylor.  Staff members present were Karen James, Board Administrative Assistant, Melissa Thomas, Human Resources Director, Joshua Widman, Assistant County Attorney, Dennis Butler, Budget and Finance Director, and Michelle Skaff, Deputy Auditor/Clerk to the Board.

Motion by Ung second by Nelson to go into closed session per Iowa Code Section 21.5(1)(i).  Carried 5-0 on roll-call vote.

Motion by Taylor second by Ung to go out of closed session per Iowa Code Section 21.5(1)(i).  Carried  5-0 on roll-call vote.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.
    
Motion by Ung second by Radig to approve the agenda for April 2, 2024.  Carried 5-0.  Copy filed.

Motion by Ung second by Nelson to approve the following items by consent:

To approve minutes of the March 26, 2024 meeting.  Copy filed.

To approve the appointment of Shona Campbell, Auditor Finance Clerk III, County Auditor Dept., effective 04-22-24, $24.33/hour.  Job Vacancy Posted 1/25/2024.  Entry Level Salary:  $22.63-$27.88/hour.; and the promotion of Katie Parker, Secretary III, Human Resources Dept., effective 4-1-24, $27.88/hour, 7.7%=$2.00/hour.  Promotion from Senior Clerk to Secretary III. To approve and authorize the Chairperson to sign the collective bargaining agreement with the Communications Workers of America, Secondary roads for 2024-2027.   Copy filed.

To approve the underground utility permit for Farr Technologies.  Copy filed.

To approve to schedule public hearings for the consideration of Zoning Ordinance Text Amendments to Section 5.03 Floodplain Management Ordinance in the Woodbury County Zoning Ordinance for April 23, 24 @ 4:40 p.m., April 30, 24 @ 4:40 p.m., and May 7, 204 @ 4:40 p.m.  Copy filed. 

To approve to schedule public hearings for proposed draft Woodbury County Comprehensive Plan 2040 for April 23, 24 @ 4:42 p.m., April 30, 24 @ 4:42 p.m., and May 7, 24 @ 4:42 p.m.  Copy filed.

To approve to schedule public hearings for the consideration of Zoning Ordinance Text Amendments to address the conditional permit regulations of Utility-Scale Solar Energy Systems (US-SES) in the General Industrial (GI) Zoning District for April 23, 24 @ 4:45 p.m., April 30, 24 @ 4:50 p.m., and May 7, 24 @ 4:45 p.m.  Copy filed.

Carried 5-0.

Motion by Radig second by Ung to award the quotation for 2024 culvert purchase to Metal Culverts, Inc. for $105,657.80.  Carried 5-0.  Copy filed.

Motion by Ung second by Nelson to utilize the services of Elizabeth Ford and Sarah Harris as Medical Examiner Investigators.  Carried 5-0.  Copy filed.

Motion by Taylor second by Bittinger to approve $200,000 from gaming revenue for FY 2025 to the Courthouse Long-Term Capital Improvement Project fund and direct any unspent balance at the end of each year from Courthouse Maintenance to revert to  the Courthouse Long-Term Capital Improvement Project fund rather than General Basic Reserves.  Carried 5-0.  Copy filed.

Robert Agnes, citizen, information to increase the width of the Temporary Access Road to 24 ft to allow for Two-Way traffic, including garbage, mail, fire and emergency vehicles to the residents of the Old Lakeport Rd cul-de-sac during construction on the new intersection.  Copy filed.
