AUGUST 15, 2023, THIRTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS 

The Board of Supervisors met on Tuesday, August 15, 2023, at 3:45 p.m.  Board members present were Nelson, Taylor, Ung, Radig, and Bittinger II.  Staff members present were Karen James, Board Administrative Assistant, Dennis Butler, Finance and Budget Director, Melissa Thomas, Human Resources Director, Joshua Widman, Assistant County Attorney, and Michelle Skaff, Deputy Auditor/Clerk to the Board.

Motion by Ung  second by Taylor to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll-call vote.

Motion by Radig second by Ung to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll-call vote.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Ung second by Nelson to approve the following items by consent:

To approve minutes of the August 8, 2023 meeting.  Copy filed.
    
To approve the claims totaling $400,991.94.  Copy filed.

 To approve to the agreement with the City of Sioux City regarding the use of TIF in the certain urban renewal district for the purpose of engaging in future urban renewal projects.  Copy filed.

To approve the reclassification of Devin Groenhagen, Sheriff Deputy, County Sheriff Dept., effective 03-20-23, $34.84/hour, 6.5%=$2.13/hour. Per CWA Deputy Sheriff Contract agreement, from Class 1 to Senior Class due to 4 years employment and Bachelor’s Degree.; the separation of Susan Turner, Clerk II, County Treasurer Dept., effective 08-01-23. To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for Clerk II, County Attorney Dept.  AFSCME Courthouse: $18.68/hour.; Maintenance Technician, Building Services Dept.  AFSCME Courthouse:  $20.53/hour.; and (2) Custodians, Building Services Dept.  AFSCME Courthouse:  $16.79/hour.  Copy filed.

To approve the underground utility permit for Frank Mowry/Metronet.  Copy filed.

Carried 5-0.

A public hearing was held at 4:35 p.m. for the sale of parcel #884705480001, 2636 S. Lyons St.  The Chairperson called on anyone wishing to be heard.

Motion by Ung second by Taylor to close the public hearing.  Carried 5-0.

Motion by Ung second by Radig to approve and authorize the Chairperson to sign a Resolution for the sale of the real estate parcel #884705480001, 2636 S. Lyons St., to Anthony & Yvon Fitch, 2640 S. Lyons St., Sioux City, for $437.00 plus recording fees.  Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By  Anthony J. Fitch and Yvon J. Fitch    __in the sum of         Four Hundred Thirty-Seven Dollars and 00/100 ($437.00)------------------------ ------------------------------dollars.

For the following described real estate, To Wit:

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Radig second by Nelson to approve a preconstruction addendum agreement with Iowa DOT for grading and paving 158th St. and Benton Avenue.  Carried 5-0.  Copy filed.

Bid letting was held for Calcium Chloride 2024.  The bids are as follows:

Motion by Radig second by Ung to receive the bids.  Carried 5-0.  Copy filed.

Motion by Radig second by Taylor to award the bid for Calcium Chloride 2024 to Scotwood Industries, Inc. for $52,140.00.  Carried 5-0.  Copy filed.

Bid letting was held for Propane FY 2024.  The bids are as follows:

Motion by Radig second by Ung to receive the bids.  Carried 5-0.  Copy filed.

Motion by Radig second by Ung to award the bid for Propane FY 2024 to Johnson Propane for $1.04/Gal.  Carried 5-0.  Copy filed.

Motion by Taylor second by Bittinger to receive letters of support for new position. Carried 5-0. Copy filed.

Motion by Taylor second by Bittinger to de-authorize Clerk II position at Veteran Affairs and authorize a CVSO position.  Carried 5-0.  Copy filed.

Motion by Taylor second by Ung to approve up to $30,000 in 2023 CIP in order to replace/fix window framing and glass in two areas at Tri View building including the one vandalized.  Carried 5-0.  Copy filed.

Reports on committee meetings were heard.

Doyle Turner, Moville, addressed the Board with inquiry to rollbacks and how solar panels are taxed.
County Engineer Mark Nahra presented information regarding a bike trail.
Motion by Radig second by Taylor to receive plans for the bike trail from Mr. Nahra. Carried 5-0.  Copy filed.

The Board adjourned the regular meeting until August 22, 2023.
