September 15, 2020, THIRTY-EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, September 15, 2020 at 3:30 p.m.  Board members present were Pottebaum, Radig, De Witt, Ung, and Wright.  Staff members present were Karen James, Board Administrative Assistant, Melissa Thomas, HR Director, Dennis Butler, Budget/Tax Analyst, and Patrick Gill, Auditor/Clerk to the Board.

Motion by Ung second by De Witt to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll-call vote.

Motion by Ung second by De Witt to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on a roll-call vote.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.
      
There were no citizen concerns.

Motion by Ung second by De Witt to approve the agenda for September 15, 2020, Carried 5-0.  Copy filed.
 
Motion by De Witt second by Ung to approve the following items by consent:

To approve minutes of the September 8, 2020 meeting.  Copy filed.

To approve the claims totaling $458,745.16.  Copy filed.

To receive the Juvenile Detention August population report.  Copy filed.

To approve the separation of David Lacy, Custodian, Building Services Dept., effective 09-10-20.  Resignation.  Copy filed.

To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for (2) Temporary Equipment Operators, Secondary Roads Dept.  Wage Plan:  $24.01/hour.  Copy filed.

To approve the signing of the AFSCME Juvenile Detention MOU.  Copy filed.

Carried 5-0.

A public hearing was held at 4:35 p.m. for the sale of parcel #894721379009, 1523 Nebraska St.  The Chairperson called on anyone wishing to be heard.

Motion by Ung second by Radig to close the public hearing.  Carried 5-0.

Motion by Ung second by De Witt to approve and authorize the Chairperson to sign a Resolution for the sale of real estate parcel #894721379009, 1523 Nebraska St., to Rosalba Origel, 408 Gill Lane, South Sioux City NE, for $250.00 plus recording fees.  Carried 5-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

Motion by Ung second by De Witt to approve the contract and bond with Dixon Construction for the replacement of the 200th Street bridge for $973,940.25 and authorize the Chairperson to sign a Resolution designation and authorization for electronic signature by County Engineer.  Carried 5-0.

DESIGNATION AND AUTHORIZATION FOR ELECTRONIC SIGNATURE RESOLUTION
RESOLUTION #13,062

WHEREAS: The Board of Supervisors has approved the contracts and bonds and is directing the County Engineer to electronically sign the contracts and bonds for the following project:

BROS-SWAP-CO97(140)—SE-97
Bridge Replacement Project – Bridge H-203 on 200th Street

NOW, THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors have approved contracts and bonds and that the County Engineer is directed to electronically sign the contracts and bonds for the above captioned project.

Motion by Ung second by Radig to appoint Deputy Auditor Michelle Skaff as the fiscal representative for Woodbury County.  Carried 5-0.  Copy filed.

Motion by Ung second by Pottebaum to approve to opt out of the social security deferment option.  Carried 5-0.  Copy filed.

The Board heard reports on committee meetings.

There were no citizen concerns.
