SEPTEMBER 4, 2018, THIRTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, September 4, 2018 at 3:30 p.m.  Board members present were Ung, De Witt, Pottebaum, Radig, and Taylor.  Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Assistant, Melissa Thomas, Human Resources Director, and Patrick Gill, Auditor/Clerk to the Board.      

Motion by De Witt second by Taylor to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 4-0 on roll-call vote; Radig was not present.

Motion by Pottebaum second by De Witt to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 4-0 on roll-call vote; Radig was not present.

Motion by Ung second by Pottebaum to proceed as outlined in the executive session.  Carried 4-0; Radig was not present.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

There were no citizen concerns.

Motion by Radig second by Ung to approve the agenda for September 4, 2018.  Carried 5-0.  Copy filed.

Motion by De Witt second by Radig to approve the following items by consent:

To approve minutes of the August 28, 2018 meeting.  Copy filed.

To approve the claims totaling $231,667.56.  Copy filed.

To approve the reclassification of Caleb Edwards, Sheriff Deputy, County Sheriff Dept., effective 08-29-18, $27.55/hour, 16%=$3.85/hour.  Per County Sheriff, reclassification from Class 2 to Class 1.; the separation of Tarsha Shannon, Civilian Jailer, County Sheriff Dept., effective 08-30-18. Resignation.; the reclassification of Donovan Masters, Sheriff Deputy, County Sheriff Dept., effective 09-05-18, $27.55/hour, 16%=$3.85/hour.  Per County Sheriff, reclassification from Class 2 to Class 1.; the promotion of Zachary Johnson, Sheriff Deputy, County Sheriff Dept., effective 09-05-18, 23.70/hour, 23%=$4.42/hr.  Promotion from Civilian Jailer to Deputy.; the end of Probation of Thomas Foxhoven, Motor Grader Operator, Secondary Roads Dept., effective 09-12-18, $23.86/hour, 3%=$.71/hr.  Per CWA Secondary Roads Contract agreement, End of Probation Salary Increase.; the separation of Todd Trobaugh, % Deputy Lieutenant, County Sheriff Dept., effective 11-02-18.  Resignation.; and the promotion of Willie Garrett, % Deputy Lieutenant, County Sheriff Dept., effective 11-02-18, $84,291.17/year, 25%=$17,190.37/yr.  Promotion from Deputy to % Deputy Lieutenant.  Copy filed.

To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for (2) Civilian Jailers, County Sheriff Dept.  CWA Civilian Officers:  $19.28/hour.; Sheriff Deputy, County Sheriff Dept.  CWA Deputy Sheriffs:  $23.70/hour.; and % Deputy-Lieutenant, County Sheriff Dept.  80% of Sheriff’s Salary:  $84,291.17/year. Copy filed.

Motion by Taylor second by Radig to receive the 4th Quarter Progress Report on SIMPCO Membership Activity with Rural Cities.  Carried 5-0.  Copy filed.

Information on evaluation of County Financial Assistance for SIMPCO Membership Dues with Rural Cities.  Copy filed.

Motion by Radig second by Taylor to approve the use of up to $7,279 on LOST funds to pay for half of the membership dues for rural cities that want a SIMPCO membership in FY 18-19.  Carried 5-0.  Copy filed.  

The Board heard reports on committee meetings.

There were no citizen concerns. 

There were no board concerns.

The Board adjourned the regular meeting until September 11, 2018.
