AUGUST 14, 2018, THIRTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 14, 2018 at 4:30 p.m.  Board members present were Ung, De Witt, Pottebaum, Radig, and Taylor (by phone).  Staff members present were Joshua Widman, Assistant County Attorney, Karen James, Board Administrative Assistant, Melissa Thomas, Human Resources Director, and Patrick Gill, Auditor/Clerk to the Board.      

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

There were no citizen concerns.

Motion by Radig second by Pottebaum to approve the agenda for August 14, 2018.  Carried 5-0.  Copy filed.

Motion by De Witt second by Radig to approve the following items by consent:

To approve minutes of the August 7, 2018 meeting.  Copy filed.

To approve the claims totaling $797,043.67.  Copy filed.

To approve Notice of Terminate Farm Tenancy. Copy filed.

To approve the transfer of April Gardner, Youth Worker, Juvenile Detention Dept., effective 08-15-18, $23.75/hour, 8%.  Position Transfer from P/T to F/T Youth Worker.; the separation of Kylie Stokes, Clerk II, County Treasurer Dept., effective 08-17-18. Resignation.; and the appointment of Angel Chagolla, Civilian Jailer, County Sheriff Dept., effective 08-20-18, $19.28/hour.  Job Vacancy Posted 6-27-18.  Entry Level Salary:  $19.28/hour.  Copy filed.

To approve and authorize the Chairperson to sign the Authorization to initiate the hiring process for Clerk II, County Treasurer Dept.  AFSCME Courthouse:  $16.43/hour.  Copy filed.

To approve the request of Patrick Poe to remain on County Health Insurance.  Copy filed.        

To approve the permit to work in the right of way for the City of Salix.  Copy filed.

Carried 5-0.

Patrick Gill, Auditor, presented the official Canvass City of Oto Special Election held in Woodbury County on August 7, 2018.

For the public measure The use of the one percent (1%) local sales and services tax shall be changed in the City of Oto, effective October 1, 2018.

For the question, there were:              Five (5) votes

Against the question, there were:       Three (3) votes

GRAND TOTAL                                  Eight (8) votes

We therefore declare the public measure to be adopted.   

Motion by Ung second by Radig to receive the Canvass.  Carried 5-0.  Copy filed.       

A public hearing was held at 4:45 p.m. for final plat of the Meyer Addition, a Minor Subdivision, GIS #874419400005.  The chairperson called on anyone wishing to be heard.

Motion by Radig second by De Witt to close the public hearing.  Carried 5-0.

Motion by Radig second by De Witt to approve and authorize the Chairperson to sign a Resolution for the Final Platting of Meyer Addition, A Minor Subdivision, GIS #874419400005.  Carried 5-0.

RESOLUTION #12,778

Whereas, the Planning and Zoning Commission and the Woodbury County Board of Supervisors have reviewed and approved the Final Plat of Meyer Addition to Woodbury County, Iowa, and whereas approval of the Final Plat of Meyer Addition to Woodbury County, Iowa has been recommended to the Woodbury County Board of Supervisors by the Planning and Zoning Commission.  Now, therefore be, and it is, resolved by the Woodbury County Supervisors, that said Final Plat of Meyer Addition to Woodbury County, Iowa, as hereto attached and forming part of this Resolution be, and the same hereby is, accepted and approved.

Motion by Radig second by Ung to approve the contract and bond for the 2018 pavement marking project with Iowa Plains Signing, Slater, IA, for $81,525.00.  Carried 5-0.  Copy filed.

Bid letting was held for propane for heating county buildings for FY2019.  The bids are as follows:

Johnson Propane, Battle Creek, IA  $50,200.00

New Cooperative Inc., Hornick, IA  $54,216.00

Motion by Radig second by De Witt to award the bid for propane to Johnson Propane for $50,200.00.  Carried 5-0Copy filed.

Bid letting was held for semi-tractor truck.  The bids are as follows:

Motion by Pottebaum second by Radig to receive the bids and refer them to the County Engineer for his recommendation.  Carried 5-0.  Copy filed.

Bid letting was held for calcium chloride for FY2019.  The bids are as follows:

Scotwood Industries Inc., Overland Park KS $55,378.40

Jerico Services Inc., Indianola, IA  $66,220.00

Farmers Feed & Supply, Boyden, IA  $79,772.00

Motion by Radig second by De Witt to award the bid for calcium chloride to Scotwood Industries Inc. for $55,378.40.  Carried 5-0.  Copy filed.

Information was presented by Mark Nahra, County Engineer, on local Crossroad Bridge Incentive Program.  Copy filed.

Motion by Radig second by Pottebaum to approve the IJR project agreement addendum with the Iowa DOT.  Carried 5-0.  Copy filed.

Motion by Radig second by Pottebaum to approve an Amendment for Professional Consulting Services with McClure Engineering Consultants for $111,610.  Carried 5-0.  Copy filed.

The Board heard reports on committee meetings.

The Board adjourned the regular meeting until August 21, 2018.
