JANUARY 30, 2018, FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, January 30, 2018 at 3:30 p.m. Board members present were Ung, De Witt, Pottebaum, Radig and Taylor. Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Coordinator, Melissa Thomas, Human Resources Director, Joshua Widman, Assistant County Attorney, and Patrick Gill, Auditor/Clerk to the Board.
Dennis Butler provided an update on the proposed tax rate. Copy filed.
Motion by Radig second by Taylor to receive the County Sheriff LEC Correctional Facility budget reduced by $72,960.00. Carried 5-0.
Motion by Radig second by Ung to receive the County Attorney Administration budget reduced by $3,862.00. Carried 5-0.
Motion by Ung second by De Witt to receive the County Attorney HIDTA Grant - #1 budget as submitted. Carried 5-0.
Motion by Radig second by De Witt to receive the County Attorney Edward Bryne Grant budget as submitted. Carried 5-0.
Motion by Taylor second by De Witt to receive the County Attorney Juvenile Division budget as submitted. Carried 5-0.
Motion by De Witt second by Ung to receive the County Attorney – Collections budget as submitted. Carried 5-0.
Motion by Radig second by De Witt to receive the County Attorney HIDTA Grant - #2 budget as submitted. Carried 5-0.
Motion by Radig second by De Witt to receive the County Attorney Jury & Witness Fees budget as submitted. Carried 5-0.
Motion by Ung second by Radig to receive the County Attorney Forfeiture budget as submitted. Carried 5-0.
Motion by Pottebaum second by Radig to receive the County Attorney Fine Collections budget as submitted. Carried 5-0.
Motion by De Witt second by Taylor to receive the wage plan salaries at the proposed level. Carried 4-1; Radig opposed.
Motion by Taylor second by Ung to receive the Community/Economic Development budget as submitted. Carried 5-0.
The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.
There were no citizen concerns.

To approve the claims totaling $615,838.46. Copy filed.
To approve the separation of Jake Lewis, P/T Youth Worker, Juvenile Detention Dept., effective 01-24-18. Resignation.; and the transfer of Georgeann Pettigrew, Clerk II, County Treasurer Dept., effective 02-05-18, $18.57/hour, 0%. Position Transfer from Building Services Clerk II to Treasurer Clerk II. Motion by Ung second by De Witt to approve the certification of completion for HMA Levelers – 2017 with Knife River Midwest, Sioux City, IA, for $75,346.34. Carried 5-0. Copy filed.
Motion by Ung second by Radig to approve the certification of completion for PCC Patching – 2017 with Ten Point Construction, Denison, IA, for $65,389.00. Carried 5-0. Copy filed.
Motion by De Witt second by Radig to approve the project amendment with the Hungry Canyons Alliance for a new completion date of December 31, 2018. Carried 5-0. Copy filed.
Motion by Radig second by Pottebaum to transfer ownership of the Sioux City Sue trademark to the City of Sioux City and require the city to reimburse the County for any costs associated with preparing and filling the assignment with the U.S. Patent & Trademark Office subject to a first right of refusal for the county’s benefit. A public hearing was held at 4:45 p.m. for first reading for county ordinance allowing the Woodbury County Sheriff’s office to waive residency requirement for Reserve Peace Officers.
Motion by Taylor second by De Witt to close the hearing. Carried 5-0.

Board members gave reports on their committee meetings.
Connie Barrett, Sioux City, delivered some workgroup information to Supervisor Radig.

The Board adjourned the regular meeting until February 6, 2018.
