DECEMBER 5, 2017, FORTY-SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, December 5, 2017 at 4:30 p.m.  Board members present were Radig, Ung, Taylor, De Witt, and Pottebaum.  Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Assistant, Ed Gilliland, Human Resources Director, Joshua Widman, Assistant County Attorney, and Patrick Gill, Auditor/Clerk to the Board.

The regular meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Connie Barrett, Sioux City, addressed the Board with concerns about the change of mental health regions.

Motion by Ung second by Taylor to approve the Agenda for December 5, 2017.  Carried 5-0.  Copy filed.

 Motion by Ung second by Taylor to approve the following items by consent:

To approve minutes of the November 28, 2017 meeting.  Copy filed.   

To approve the claims totaling $609,566.37.  Copy filed.

To approve appointment of Building Services Director-Kenny Schmitz as designated agent pursuant Department of Natural Resources of Iowa Code Chapter 39 Section 567-39.9(455B) for the Capping/Plugging of abandon wells at the Prairie Hills building to expire one day following the calendar date entered in “Date Plugged” of DNR Form 542-1226.  Copy filed.

To approve and authorize the Chairperson to sign a Resolution setting the public hearing date and sale date of parcel #894716384010, 714 29TH St.

RESOLUTION #12,662

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Middle One-third of Lots 1, 2 and 3 in Block 8, Peirce’s Addition to Sioux City, in the County of Woodbury and State of Iowa

(714 29th Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 19th Day of December, 2017 at 4:35 o’clock p.m. in the basement of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 19th Day of December, 2017, immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $367.00 plus recording fees.

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 19th Day of December, 2017 at 4:37 o’clock p.m. in the basement of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 19th Day of December, 2017, immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $357.00 plus recording fees.

To approve the reclassification of Rocky De Witt, P/T Courthouse Safety & Security Officer, County Sheriff Dept., effective 12-10-17, $20.56/hour, 10.7%=$1.99/hour.  Per Wage Comparability with AFSCME Courthouse Contract, from Grade 3/Step 4 to Grade 3/Step 5.  Copy filed.

Carried 5-0, De Witt abstained from the item dealing with his reclassification.

Motion by Taylor second by Radig to approve letter of support and to provide $5,000 in matching funds from local option sales tax proceeds for U.S. Economic Development Authority (EDA) Grant.  Carried 5-0.  Copy filed.

Motion by Ung second by Taylor to receive and authorize the Chairman to sign the letter of support.  Carried 5-0.  Copy filed.

Motion by De Witt second by Radig to approve plans, specifications, and to seek bids for the Trosper Hoyt Master Control Security Electronics and Elevator Project.  Carried 5-0.  Copy filed.

Motion by Radig second by Ung to receive bids for Trosper Hoyt Master Control Security Electronics and Elevator Project.  Carried 5-0.  Copy filed.

Motion by Pottebaum second by Ung to set a public hearing on January 9th at 4:45 p.m.   Carried 5-0.  Copy filed.

Chace Gordon, Susan Rochester, Rebecca Warren and Nheylin Ung, of Sioux City, addressed the Board on a Resolution for Solemnizing Board Meetings.

Motion by Ung second by Pottebaum to approve and authorize the Chairperson to sign a Resolution for Solemnizing Board Meetings.  Failed 1-4; De Witt, Pottebaum, Radig and Taylor were opposed.  Copy filed.

The Chairperson reported on the day-to-day activities.

Board members gave reports on their committee meetings.

There were no citizen concerns.

Board concerns were heard.

The Board adjourned the regular meeting until December 12, 2017.
