APRIL 18, 2017, SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 18, 2017 at 4:30 p.m. Board members present were Ung, De Witt (via the telephone), Radig, Taylor, and Pottebaum. Staff members present were Dennis Butler, Budget/Tax Analyst, Karen James, Board Administrative Assistant, Ed Gilliland, Human Resources Director, Abigail Sills, Assistant County Attorney and Steve Hofmeyer, Deputy Auditor/Clerk to the Board.
The meeting was called to order with the Pledge of Allegiance to the Flag and a Moment of Silence.

Motion by Ung second by Radig to approve the Agenda for April 18, 2017. Carried 5-0. Copy filed.
Motion by Taylor second by Radig to approve the following items by consent:
To approve minutes of the April 11, 2017 meeting. Copy filed.
To approve the claims totaling $684,208.39. Copy filed.
To approve the separation of Sabrina Cooley, P/T Youth Worker, Juvenile Detention Dept., effective 04-13-17. Separation.; the reclassification of Justin Donaghu, Civilian Jailer, County Sheriff Dept., effective 04-30-17, $19.49/hour, 4%=$.76/hr. Per CWA Civilian Officers Contract agreement, from Class 2 to Class 1.; and the reclassification of Thomas Hindman, Civilian Jailer, County Sheriff Dept., effective 04-30-17, $18.73/hour, 4%=$.73/hr. Motion by Taylor second by Radig to approve and authorize the Chairperson to sign a Resolution for the Transfer of Inactive Funds. Carried 5-0.

THE TRANSFER OF INACTIVE FUNDS
WHEREAS, the Woodbury County Board of Supervisors desires to transfer the inactive County funds per Chapter 24.21 of the Code of Iowa, and
WHEREAS, the following inactive funds shall be transferred to active funds as follows:
Economic Development Fund to Local Option Sales Tax Fund $ 12,892.53
Equipment Replacement Fund to Gaming Revenue Fund 58,216.06
Invest in Woodbury County Fund to Local Option Sales Tax Fund 1,276.74
Flood of 2011 Fund to Local Option Sales Tax Fund 5,985.94
Liberty Park Fund to Local Option Sales Tax Fund 9,129.50
Emergency Services Fund to General Supplemental Fund 61,376.30
Now therefore be it resolved by the Woodbury County Board of Supervisors that said transfers be completed by the Finance Director and reflected on the records of the County Auditor and The County Treasurer,
BE IT FURTHER RESOLVED, that the Chairperson and the County Auditor be and hereby authorized to sign the approved transfers of inactive funds.

Motion by Radig second by Taylor to approve the certificate of completion for project #FEMA 35, 36, 37, 39, 40 with L.A. Carlson Contracting, Merrill, IA, for $89,695.00. Carried 5-0. Copy filed.
Motion by Taylor second by Radig to approve the certificate of completion for project #HC 11-9 & 11-10 with Niewohner Construction, Onawa, IA, for $59,732.00. Carried 5-0. Copy filed.
Motion by Taylor second by Pottebaum to remove the damaged Haskell Avenue bridge, have the County Engineer re-prioritize future projects to get this bridge replaced. Carried 4-1 by roll call vote, Radig opposed. Copy filed.
