JANUARY 12, 2016 — SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Monday, January 12, 2016 at 1:30 p.m.  Board members present were Monson, Ung and Taylor; Clausen arrived at 2:15 PM and Smith was absent.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Ed Gilliland, Human Resources Director and Patrick Gill, Auditor/Clerk to the Board.

Motion by Monson second by Ung to receive the Department of Human Services budget reduced by $4,000.00.  Carried 3-0.

Motion by Taylor second by Monson to receive the Civil Service budget as submitted.  Carried 3-0.

Motion by Ung second by Monson to receive the Roadside Management budget increased by $5,000.00.  Carried 3-0.

Motion by Monson second by Ung to receive the Secondary Roads budget as submitted.  Carried 3-0.

Motion by Monson second by Ung to receive the Secondary Roads – Special CF Road Project – Non Tax budget as submitted.  Carried 3-0. 

Motion by Monson second by Ung to receive the Secondary Roads – Special 5 Year Bridge Project budget as submitted.  Carried 3-0.

Motion by Ung second by Taylor to use $412,643.00 of Local Option Sales Tax proceeds to reduce the levy for Special 5 Year Bridge Project expenditures.  Carried 4-0.

Motion by Monson second by Ung to receive the Emergency Services budget reduced by $18,223.00.  Carried 4-0.

Motion by Monson second by Ung to close fund 760- Emergency Services and to move it to the General Supplemental Fund.  Carried 4-0.

Motion by Monson second by Ung to reduce the General Supplemental Fund tax allocation by $18,223.00.  Carried. 4-0

Motion by Clausen second by Taylor to receive the Emergency Services – Animal Control budget as submitted.  Carried 4-0.

Motion by Clausen second by Ung to receive the Emergency Services – EMS Loan Fund – Non Tax budget as submitted.  Carried 4-0.

Motion by Monson second by Clausen to receive the Emergency Services – EMS Training – Non Tax budget as submitted.  Carried 4-0.

Motion by Monson second by Ung to reduce electrical line items in general basic fund by $57,478.00 and the general supplemental fund by $2,014.00.  Carried 4-0.  Copy filed.

The Board considered a general relief appeal.

Motion by Monson second by Ung to go into closed session per Iowa Code Section 21.5(1)(a).  Carried 4-0 on roll-call vote.

Motion by Clausen second by Monson to go out of closed session per Iowa Code Section 21.5(1)(a).  Carried 4-0 on roll-call vote.

Motion by Monson second by Clausen to approve an expenditure of $500.00 for rental assistance.  Carried 4-0.

The Board considered a general relief appeal.

The meeting was called to order – Pledge of Allegiance to the Flag – Moment of Silence.

There were no citizen concerns.

Motion by Clausen second by Monson to authorize the Chairman to sign the Authorization to initiate the hiring process for 2 Civilian Jailer, County Sheriff Dept., CWA:  $17.48/hour.  Carried 4-0.  Copy filed.

Motion by Monson second by Ung to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #090300, 1206 22nd St.  Carried 4-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Middle One Third of the South One Hundred and Ten feet of the North half of Lot Four of Cary’s Subdivision in Sioux City, situated in the County of Woodbury and State of Iowa

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 26th Day of January, 2016 at 4:35 o’clock p.m. in the basement of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 26th Day of January, 2016,  immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $1.00 plus recording fees.

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 26th Day of January, 2016,  immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $115.00 plus recording fees.

Motion by Monson second by Ung to approve and authorize the Chairperson to sign a letter of support request for Correctionville Vision Iowa Grant Application.  Carried 4-0.  Copy filed.

Motion by Monson second by Ung to refer three recommended zoning ordinance changes to the Zoning Commission for public hearing and recommendation.  Carried 4-0.  Copy filed.

Motion by Ung second by Taylor to approve a permit to work in the Highway Right of Way for MidAmerican Energy.  Carried 4-0.  Copy filed.

Motion by Clausen second by Monson to approve the Annual Urban Renewal Report for Fiscal Year 2014-2015.  Carried 4-0.  Copy filed.

The Board held a discussion of an amendment to a development agreement between Woodbury County and CF Industries Nitrogen, LLC related to State of Iowa High Quality Jobs Program.  Copy filed.

Motion by Ung second by Monson to approve the creation of a Policy Review Committee form.  Carried 4-0.  Copy filed.

Motion by Taylor second by Monson to approve the creation of a Law Enforcement Expansion/Prairie Hills Committee form.  Carried 4-0.  Copy filed.

Motion by Taylor second by Monson to approve to add “special purposes committees with the proper Board approved committee form as needed subject to approval of the Board under Section 1, subsection “a. Chairperson.”   and to add under “b. Vice Chairperson:  “Chairperson to include when the Chair participates by electronic means.”  Carried 3-1; Clausen opposed.  Copy filed.

Motion by Monson second by Ung to committee assignments.  Carried 3-1 on a roll call vote; Clausen opposed.  Copy filed.

The Board recessed for a meeting of the Wolf Creek Drainage District.

The supervisor meeting was called back to order.

There were reports on committee meetings.

Robert Dawdy, 2515 Canterbury, Sergeant Bluff, addressed the Board with concerns about drainage in Sergeant Bluff.
