JULY 21, 2015 — THIRTIETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 21, 2015 at 2:00 p.m.  Board members present were Clausen, Monson, Taylor, Smith, and Ung.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Ed Gilliland, Human Resources Director, Gloria Mollet, Assistant Human Resources Director,  and Patrick Gill, Auditor/Clerk to the Board.

The Baker Group presented a preliminary Facility Improvement Master Plan for Woodbury County facilities.

The meeting was called to order – Pledge of Allegiance to the Flag – Moment of Silence.

There were no citizen concerns.

Motion by Taylor second by Ung to approve the Agenda for July 21, 2015.  Carried 5-0.  Copy filed.

Motion by Taylor second by Smith to approve the minutes of the July 14, 2015 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Smith second by Ung to approve the county’s claims totaling $399,283.22.   Carried 5-0.  Copy filed.

Motion by Clausen second by Taylor to approve the appointment of Aaron Girard, Civilian Jailer, County Sheriff Dept., effective 8-03-15, $17.48/hour.  Job Vacancy Posted 5-27-15. Entry Level Salary:  $17.48/hour.; the reclassification of Jonathon Hatfield, Civilian Jailer, County Sheriff Dept., effective 8-04-15, $18.93/hour, 4%=$.74/hour.  Per CWA Civilian Officers Contract agreement, from Class 2 to Class 1.; and the reclassification of Dan Harstad, Civilian Jailer, County Sheriff Dept., effective 8-10-15, $18.93/hour, 4%=$.74/hour.  Per CWA Civilian Officers Contract agreement, from Class 2 to Class 1.  Carried 5-0.  Copy filed.

Motion by Smith second by Clausen to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #178890, 2816 W. 14th St., Sioux City.  Carried 5-0.

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot Three (3), Garden View Addition, City of Sioux City, Woodbury County, Iowa (2816 W. 14th Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 4th Day of August, 2015 at 4:35 o’clock p.m. in the basement of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 4th Day of August, 2015,  immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $275.00 plus recording fees.

Motion by Taylor second by Monson approve the purchase of one table at the cost of $800.00 to the Siouxland Chamber of Commerce 30th Annual Dinner for County officials/employees as recommended by the Rural Economic Development Director.  Carried 4-1; Clausen opposed.  Copy filed.

Receive bids for two current production full size ½ ton, 4 wheel drive extended cab pickups.  The bids are as follows:

Motion by Ung second by Smith to direct the IT Director to secure the “@woodburyiowa.gov” domain for the use of county employees and department heads with email addresses.  Carried 5-0.                                Copy filed.
