MARCH 17, 2015 — TWELFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 17, 2015 at 4:30 p.m. Board members present were Clausen, Ung, Monson, Taylor, and Smith. Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, Ed Gilliland, Human Resources Director, Gloria Mollet, Human Resources and Patrick Gill, Auditor/Clerk to the Board.
The meeting was called to order – Pledge of Allegiance to the Flag – Moment of Silence.

Motion by Smith second by Clausen to approve the Agenda for March 17, 2015 but postpone items #15 and #16. Failed 2-3 on a roll call vote; Monson, Taylor and Ung opposed. Copy filed.

RESOLUTION APPROVING PETITION FOR SUSPENSION OF TAXES
WHEREAS, Melody Wheeler, is the titleholder of property located at 502 Pine Street, Salix, IA, Woodbury County, Iowa, and legally described as follows:
Parcel # 874735312007
SALIX CITY OF SECOND ADDITION LOT 1 BLOCK 12
WHEREAS, Melody Wheeler, is the titleholder of the aforementioned properties have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.
SO RESOLVED this 17th day of March, 2015.

NOTICE OF PROPERTY SALE
WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
Lot 8 and Lot 9, Except the North 21 feet of Lot 9, all in Block 2, North Riverside Addition, City of Sioux City
(1930 Riverside Blvd.)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on the 31st Day of March, 2015 at 4:42 o’clock p.m. in the basement of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 31st Day of March, 2015, immediately following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $341.00 plus recording fees.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
Lot 14, except the N 81 ft thereof, and except a grant to owners of other portions of said Lot to use of sewer line which passes through Lot 14 to the main sewer line on West Third Street, which grant provides that if in the future a sewer line is laid on Myrtle Street past any portion of the front lot line, the grantees agree to relinquish at such time all rights over that port of Lot 14 South of grantees established South lot line, in Block 3, Sioux City Davis Addition, in the County of Woodbury and State of Iowa (1201 W. 3rd Street)

Motion by Monson second by Smith to approve and authorize the Chairperson to sign the Federal Aid Agreement for county highway bridge Project #BRS-CO97(112)—60-97 located on D25 over Whiskey Creek Section 31 of Floyd Township. Carried 5-0. Copy filed.

Public hearing and first reading for a Zoning Ordinance Mapping amendment Re: A 7.57 acre portion of GIS parcel #884633200008 owned by James L. and Monica M. Young near the intersection of 210th St. and Eastland Ave.
Motion by Clausen second by Taylor to close the hearing. Carried 5-0.
Motion by Taylor second by Smith to approve the first reading of the zoning ordinance mapping amendment. Carried 5-0. Copy filed.
Bid letting was held at 5:00 p.m. for supply corrugated metal pipe culverts. The bids are as follows:

Metal Culverts Inc., Jefferson City, Mo $73,300.76
Motion by Taylor second by Ung to receive the bids and submit them to the Secondary Roads Department for review and recommendation. Carried 5-0. Copy filed.
Mark Elgert, Building Services Director provided an update on the elevator situation. The direction of the Board was to proceed with an RFP for one elevator and a service contract.
Motion by Ung second by Taylor to approve the purchase of a Grass Hopper lawn mower for $9,800 from Ace Engine of Sioux City. Carried 5-0.
There was a discussion for a proposal for the creation of a County Administrator. It was the consensus of the Board to move forward with the discussion and the formation of a working committee to consider the proposal. Copy filed.
There was an item for discussion on a proposal for the reduction of Supervisors’ salaries.
County Attorney Patrick Jennings was asked if it was allowable and he stated that it did not appear at this time to be allowable but his office would continue to investigate the proposal.
