JULY 8, 2014 — TWENTY-EIGTTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 8, 2014 at 9:00 a.m.  Board members present were Clausen, Smith, Monson, Tripp, and Boykin.  Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

Motion by Tripp second by Clausen to go into closed session per Iowa Code 21.5(1)(c).  Carried 5-0 on a roll-call vote.

Motion by Clausen second by Smith to go out of closed session per Iowa Code 21.5(1)(c).  Carried 5-0 on a roll-call vote.

The meeting was called to order.  

Motion by Tripp second by Clausen to approve the minutes of the 07/01/2014 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Smith second by Tripp to approve the County’s claims totaling $1,070,998.69.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve the transfer of Charles Hertz, Appointed % Deputy-Lieutenant, County Sheriff Dept., effective 01/01/14. Transfer from Wage Plan Lieutenant to Appointed % Deputy-Lieutenant. And the separation of  Janice Stroman, M.V. Clerk II, County Treasurer Dept., effective 07/08/14. Retirement.  Carried 5-0.  Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Equipment Operator, Secondary Roads Dept., CWA Secondary Roads Contract:  $20.71/hour and Motor Vehicle Clerk II, County Treasurer Dept., AFSCME Courthouse Contract:  $14.96/hour.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to receive Semi-Annual Report of Funds in the Hands of the County Treasurer at Close of Business June 30, 2014.  Carried 5-0.  Copy filed.

Motion by Smith second by Monson to receive Commission of Veteran Affairs Quarterly Report.  Carried 5-0.  Copy filed.

Motion by Clausen second by Smith to receive as submitted the Sheriff’s statements of unadjudicated condemnation funds being held by the Woodbury County Sheriff’s office for year ending June 30, 2014.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and receive for signatures a Resolution thanking and commending Janice Stroman for her years of services to Woodbury County.  Carried 5-0.

RESOLUTION #12,036

RESOLUTION THANKING AND COMMENDING

JANICE STROMAN

FOR HER SERVICE TO WOODBURY COUNTY

WHEREAS, Janice Stroman has capably served Woodbury County as an employee of the Woodbury County Treasurer’s Department  for 22 years from January 15, 1992 to July 8, 2014; and

WHEREAS, the service given by Janice Stroman as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Janice Stroman  for her  years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Janice Stroman.

BE IT SO RESOLVED this 8th day of July, 2014.

Motion by Tripp second by Smith to approve and authorize the Chairperson to sign Siouxland Mental Health Addendum to Sioux Rivers Region Contract.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to award the bid for CCTV System Recording Modifications & Camera Additions Woodbury County Jail Law Enforcement Center to ECI Systems, North Sioux City, SD for $185,817.08.  Carried 5-0.  Copy filed.

A public hearing was held at 10:15 a.m. for the sale of property parcel #005430 (205 Market St.).

Then the Chairperson called on anyone wishing to be heard.

Motion by Smith second by Tripp to close the public hearing.  Carried 5-0.

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Resolution for the sale of this parcel to David Hay, (407 W 2nd St, Sioux City) for real estate parcel #005430 (205 Market St.) for $409.00 plus recording fees.  Carried 5-0.

RESOLUTION OF THE BOARD OF SUPERVISORS

OF WOODBURY COUNTY, IOWA

RESOLUTION #12,037

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

By   David Hay in the sum of Four Hundred Nine Dollars & 00/100 ($409.00)--- dollars.

For the following described real estate, To Wit:    

Parcel #005430

The Southeasterly 64 ft. of Lot 7 in Block 20 of the Sioux City Addition, City of Sioux City, Woodbury County, Iowa

(205 Market Street)           

Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.

BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Bidding started at $600.00 and ended at $6,500.00.

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Resolution for the sale of this parcel to Natalia Mujo, (2025 Court, Sioux City) for real estate parcel #077970 (2005 Court St.) for $6,500.00 plus recording fees.  Carried 5-0.

Motion by Monson second by Tripp to reject the bid for truck mounted hydraulic excavator.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a contract and performance bond for Project BRS-0867(601)—60-97, bridge replacement on County Road D38-City of Bronson.  Carried 5-0.  Copy filed.

Bid letting was held at 10:20 a.m. for pavement markings 2014.  The bids were as follows:

Vogel Traffic Services, Orange City, IA $50,303.10

Iowa Plains Signing, Waterloo, IA  $63,869.00

Motion by Monson second by Tripp to award the bid to Vogel Traffic Services, Orange City, IA for $50,303.10.  Carried 5-0.  Copy filed.

Discussion on Orton Slough with I and S Group – Ivan Droessler.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Clausen second by Tripp to go into closes session for interviews for Courthouse Security Supervisor Position per Iowa Code 21.5(i).  Carried 5-0 on a roll-call vote.

Motion by Monson second by Tripp to go out of closed session per Iowa Code 21.5(i).  Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until July 15, 2014.
