JUNE 03, 2014 — TWENTYTHIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, June 03, 2014 at 10:20 a.m.  Board members present were Clausen, Monson, Smith, Boykin, and Tripp.  Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.   Motion by Tripp second by Monson to approve the minutes of the 05/27/2014 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Monson second by Tripp to approve the County’s claims totaling $261,561.58.  Carried 5-0.  Copy filed.

Motion by Clausen second by Smith to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Courthouse Security Supervising Officer, Full-Time, Human Resources Dept., $35,000-$42,000/Salary and Courthouse Security Officers (2), Part-Time, Human Resources Dept., $15.00-$18.00/hour.

Jim Marshall, Northwest Iowa Labor Council, Mike Peters, Woodbury County resident, voiced their opposition to Courthouse Security plan as proposed.

Carried 3-2 on a roll-call vote; Tripp and Monson opposed.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #88480120306, 1520 S. Linn, Sioux City.  Carried 5-0.

RESOLTION #12,006

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot Six (6) in Block Thirty-three (33) of West Morningside Addition, City of Sioux City, Woodbury County, Iowa

(1520 S. Linn)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 17th  Day of June, 2014 at 10:15 o’clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 17th  Day of June, 2014,  immediately         following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $1,000.00 plus recording fees.

Motion by Smith second by Monson to lift the suspension of taxes for Stanley Fjeldos, 316 N. 2nd, City of Moville, Parcel #894429354001.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes through the redemption process for Donald Brown, 3227 22nd St., Sioux City, Parcel #894723152014.  Carried 5-0.

RESOLUTION #12,007

RESOLUTION APPROVING PETITION FOR SUSPENSION

OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Donald D. Brown as joint titleholders of  a property  located at 3227 – 22nd St.,  Woodbury County, Iowa, and legally described as follows:

Parcel #  894723152014

Tri NE Corner Lot 8 & Lots 9 & 10 Calls Plateau Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Donald D. Brown, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property Parcel  #894723152014 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.9, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign a Contract for L-B(K199)—73-97 Michigan Ave. Bridge Replacement Project with Christensen Brothers of Cherokee, IA.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a permit to work in the right of way for Holly Springs Bible Fellowship on 280th St. in West Fork Twp.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to approve and authorize the Chairperson to sign an Underground Utility Permit for MidAmerican Energy on Lenox Avenue in Miller Twp.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Mike Peters thanked the Board for their support of County campgrounds.

Motion by Tripp second by Monson to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on a roll call vote. 

Motion by Monson second by Smith to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on roll call vote.  

The Board adjourned the regular meeting until June 10, 2014.
