MAY 27, 2014 — TWENTYSECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, May 27, 2014 at 10:20 a.m.  Board members present were Clausen, Monson, Smith, Boykin, and Tripp.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.  

Motion by Monson second by Clausen to approve the minutes of the 05/20/2014 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Smith second by Clausen to approve the county’s claims totaling $1,371,993.94.  Carried 5-0.  Copy filed.

Motion by Tripp second by Clausen to approve the appointment of Brock Baldwin, Temporary Summer Laborer, Secondary Roads Dept., effective 05/28/14, $9.00/hour. Not to exceed 120 days.; the appointment of Dylan Muckey, Temporary Summer Laborer, Secondary Roads Dept., effective 05/28/14, $9.00/hour.  Not to exceed 120 days.; and the appointment of James Hayden, Temporary Engineering Aide, Secondary Road Dept., effective 05/28/14, $11.00/hour.  Not to exceed 120 days.  Carried 5-0.  Copy filed.

Review and discussion on Job Description for Security Positions.

Motion by Smith second by Clausen to approve the job descriptions for courthouse security positions.  Carried 3-2; Tripp and Monson opposed.

Motion by Clausen second by Tripp to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #513240, 900 W. 5th St., Sioux City.  Carried 5-0.

RESOLTION #12,005

NOTICE OF PROPERTY SALE

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Ex W 90 ft Lots 1-3 Block 16 and a tri tract between W line of street and E of Lots 1-3 Block 16 Tredways Addition, Sioux City, Woodbury County, Iowa

(900 W. 5th Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the 10th  Day of June, 2014 at 10:15 o’clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 10th  Day of June, 2014,  immediately following the closing of the public hearing.      

3.  That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $727.00 plus recording fees.

Motion by Tripp second by Monson to approve an application for a 6-month, Class C Liquor License (LC) (Commercial), with Outdoor Service and Sunday sales privileges for Sloan Golf, Sloan, IA, effective 05/20/14 through 11/19/14.  Carried 5-0.  Copy filed.

Motion by Clausen second by Tripp to approve and authorize the Chairperson to sign a Memorandum of Understanding with City of Sioux City for Justice Assistant Grant (JAG).  Carried 5-0.  Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Contract for CF Industries Grading Project.  Carried 5-0.  Copy filed.

There was a discussion on a considered 240th Street/Andrew Avenue Extension and Improvement Project.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The County Auditor discussed with the Board a process for funding of nonprofit groups in Woodbury County.   The Board adjourned the regular meeting until June 3, 2014.
