APRIL 22, 2014 — SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 22, 2014 at 10:00 a.m.  Board members present were Clausen, Monson, Tripp, Smith, and Boykin.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.   Motion by Clausen second by Monson to approve the minutes of the 04/15/2014 Board meeting.  Carried 5-0.  Copy filed.  

Motion by Monson second by Tripp to approve the county’s claims totaling $533,079.52.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to approve the separation of Raymond Richtermeier, Temporary Equipment Operator, Secondary Roads Dept., effective 04/09/14. End of Temporary Work.; the separation of Marvin Flewelling, Temporary Equipment Operator, Secondary Roads Dept., effective 04/16/14.  End of Temporary Work.; the other of Ryan Chytka, Custodian, Building Services Dept., effective 04/21/14, $15.42/hour, -10%=-$1.57/hour.  Transfer from Temporary Clerk II to Custodian.; the separation of Matthew Maynard, Temporary Equipment Operator, Secondary Roads Dept., effective 04/24/14.  End of Temporary Work.; the appointment of Edward Gilliland, Director, Human Resources Dept., effective 04/28/14, $77,000/year.  Job Vacancy Posted 01-14-14.  Entry Level Salary:  $60,000-$80,000/year.; the reclassification of Steven Thomas, District Foreman, Secondary Roads Dept., effective 04/30/14, $60,830/year, 1.6%=$1,000/year.  Increase to Wage Plan Matix – 5 year level.; and the reclassification of Michael Headid, Asst. Building Superintendent, Building Services Dept., effective 05/02/14, $52,084/year, 3.9%=$1,978/year. Per Wage Plan Matirx, 3 year Salary Increase.  Carried 5-0.  Copy filed.

Motion by Tripp second by Clausen to approve and authorize the Chairperson to sign a Resolution adopting and levying a special assessment in the Little Sioux Inter-County Drainage of Monona, Woodbury, and Harrison Counties.  Carried 5-0.

WOODBURY COUNTY, IOWA

RESOLUTION #11,984

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT

IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT

WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 27th day of March, 2014, requested that the Board of Supervisors levy a special assessment of Sixty-five (65%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Sixty-five (65%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under §468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to §445.36 in the year 2014-2015.

PASSED and APPROVED this 22nd day of April, 2014, Board of Supervisors, Woodbury County, Iowa.

RESOLUTION #11,985

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT

IN THE MCCANDLES INTER-COUNTY DRAINAGE DISTRICT

WHEREAS, the Board of Trustees of the McCandless Inter-County Drainage District, in session on the 19th day of February, 2014, requested that the Board of Supervisors levy a special assessment of Eighty Percent (80%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona and Woodbury Counties, Iowa, acting as a Drainage Board for the McCandless Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District of Monona and Woodbury Counties, Iowa, a special assessment in the amount of Eighty percent (80%) of the Original Assessment, and the Auditors of Monona and Woodbury Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under §468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to §445.36 in the year 2014-2015.

IN THE SANDHILL-LAKEPORT INTER-COUNTY DRAINAGE DISTRICT  

WHEREAS, the Board of Trustees of the Sandhill-Lakeport Inter-County Drainage District, in session on the 10th day of March, 2014, requested that the Board of Supervisors levy a special assessment of Fifty Percent (50%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona and Woodbury Counties, Iowa, acting as a Drainage Board for the Sandhill-Lakeport Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Sandhill-Lakeport Inter-County Drainage District of Monona and Woodbury Counties, Iowa, a special assessment in the amount of Fifty Percent (50%) of the Original Assessment, and the Auditors of Monona and Woodbury Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under §468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to §445.36 in the year 2014-2015.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Leroy Hanson Trust in Lakeport Township on County Road Calhoun Avenue.  Carried 5-0.  Copy filed

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a permit to work in the right of way for Lawton Bronson Summer League Fund Raising Event.  Carried 5-0.  Copy filed

Motion by Clausen second by Tripp to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Western Iowa Telephone in Floyd Township on Emmett Avenue.  Carried 5-0.  Copy filed

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Western Iowa Telephone in Arlington Township on Jasper Avenue.  Carried 5-0.  Copy filed

Motion by Monson second by Clausen to approve and authorize the Chairperson to sign a permit for use of County Road/Highway Right-of-Way for overhead and/or buried utilities accommodation for Western Iowa Telephone in Concord Township on Correctionville Road.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to set date of hearing for Budget Amendment #2 per recommendation of Dennis Butler.  Carried 5-0.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Woodbury County Sheriff Dave Drew addressed the Board about their concerns with costs for Courthouse Security.

The Board adjourned the regular meeting until April 29, 2014.
