MARCH 18, 2014 — TWELVETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 18, 2014 at 10:00 a.m. Board members present were Smith, Clausen, Monson, Tripp, and Boykin. Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The meeting was called to order.
Motion by Tripp second by Smith to approve the minutes of the 03/11/2014 Board meeting. Carried 5-0. Copy filed.
Motion by Monson second by Clausen to approve the county’s claims totaling $664,213.76. Carried 5-0. Copy filed.
Motion by Tripp second by Monson to approve the appointment of Kayla Vandromme, P/T Youth Worker, Juvenile Detention Dept., effective 03/19/14, $16.85/hour. Job Vacancy Posted 1-8-14. Entry Level Salary: $16.85/hour.; and the reclassification of Abby Riesberg, M.V. Clerk II, County Treasurer Dept., effective 04/03/14, $15.34/hour, 4.5%=$.67/hour. Per AFSCME Courthouse Contract agreement, from Grade 3/Step 1 to Grade 3/Step 2. Carried 5-0. Copy filed.
Motion by Monson second by Clausen to approve an application for a 5 day, Class B Beer License (BB) (Includes Wine Coolers) for Bronson Volunteer Fire Department, Bronson, IA, effective 03/28/14 through 04/1/14. Carried 5-0. Copy filed.

Motion by Clausen second by Tripp to approve and authorize the Chairperson to sign a Resolution fixing date for a meeting on the authorization of a loan agreement and the issuance of not to exceed $965,000 General Obligation Capital Loan Notes, Series 2014, of Woodbury County, State of Iowa and providing for publication of notice thereof. RESOLUTION FIXING DATE FOR A MEETING ON THE
AUTHORIZATION OF A LOAN AGREEMENT AND THE
ISSUANCE OF NOT TO EXCEED $965,000 GENERAL
OBLIGATION CAPITAL LOAN NOTES, SERIES 2014, OF
WOODBURY COUNTY, STATE OF IOWA, AND PROVIDING
FOR PUBLICATION OF NOTICE THEREOF
WHEREAS, it is deemed necessary and advisable that the Woodbury County, State of Iowa, should provide for the authorization of a Loan Agreement and the issuance of General Obligation Capital Loan Notes, Series 2014, to the amount of not to exceed $965,000, as authorized by Sections 331.402 and 331.443, Code of Iowa, as amended, for the purpose of providing funds to pay costs of carrying out essential county purpose projects as hereinafter described; and
WHEREAS, the Loan Agreement and Notes shall be payable from the Debt Service Fund; and
WHEREAS, before a Loan Agreement may be authorized and General Obligation Capital Loan Notes, Series 2014, issued to evidence the obligation of the County thereunder, it is necessary to comply with the provisions of the Code of Iowa, as amended, and to publish a notice of the proposal and of the time and place of the meeting at which the Board proposes to take action for the authorization of the Loan Agreement and Notes and to receive oral and/or written objections from any resident or property owner of the County to such action;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, STATE OF IOWA:
Section 1. That this Board meet in the Board Room, Woodbury County Courthouse, 620 Douglas Street, Sioux City, Iowa, at 10:05 o'clock A.M., on the 1st day of April, 2014, for the purpose of taking action on the matter of the authorization of a Loan Agreement and the issuance of not to exceed $965,000 General Obligation Capital Loan Notes, Series 2014, to evidence the obligations of the County thereunder for essential county purposes, the proceeds of which will be used to pay costs of:
a) public buildings, including equipment, remodeling, reconstruction and additions or extensions to the buildings, in an amount not to exceed $845,000; and
b) optical scan voting equipment, in an amount not to exceed $120,000.
Section 2. The Auditor is authorized and directed to proceed on behalf of the County with the negotiation of terms of a Loan Agreement and the issuance of General Obligation Capital Loan Notes, Series 2014, evidencing the County's obligations to a principal amount of not to exceed $965,000, to select a date for the final approval thereof, to cause to be prepared such notice and sale information as may appear appropriate, to publish and distribute the same on behalf of the County and this Board and otherwise to take all action necessary to permit the completion of a loan on a basis favorable to the County and acceptable to the Board.
Section 3. That the Auditor is hereby directed to cause at least one publication to be made of a notice of the meeting, in a legal newspaper, printed wholly in the English language, published at least once weekly, and having general circulation in the County, the publication to be not less than four clear days nor more than twenty days before the date of the public meeting on the issuance of Notes.
Section 4. The notice of the proposed action shall be in substantially the following form:
NOTICE OF MEETING OF THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, STATE OF IOWA ON THE MATTER OF THE PROPOSED AUTHORIZATION OF A LOAN AGREEMENT AND THE ISSUANCE OF NOT TO EXCEED $965,000 GENERAL OBLIGATION CAPITAL LOAN NOTES, SERIES 2014, (FOR ESSENTIAL COUNTY PURPOSES) AND THE PUBLIC HEARING ON THE AUTHORIZATION AND ISSUANCE THEREOF
PUBLIC NOTICE is hereby given that the Board of Supervisors of Woodbury County, will hold a public hearing on the 1st day of April, 2014, at 10:05 o'clock A.M., in the Board Room, Woodbury County Courthouse, 620 Douglas Street, Sioux City, Iowa, at which meeting the Board proposes to take additional action for the authorization of a Loan Agreement and the issuance of not to exceed $965,000 General Obligation Capital Loan Notes, Series 2014, for essential county purposes, in order to pay costs of:
a) public buildings, including equipment, remodeling, reconstruction and additions or extensions to the buildings, in an amount not to exceed $845,000; and
b) optical scan voting equipment, in an amount not to exceed $120,000.
At the above meeting the Board shall receive oral or written objections from any resident or property owner of the County, to the above action. After all objections have been received and considered, the Board will at this meeting or at any adjournment thereof, take additional action for the authorization of a Loan Agreement and the issuance of Notes to evidence the obligation of the County thereunder or will abandon the proposal.
This Notice is given by order of the Board of Supervisors of Woodbury County, State of Iowa, as provided by Sections 331.402 and 331.443 of the Code of Iowa, as amended.

Bid letting was held at 10:20 a.m. for corrugated metal pipe for Secondary Roads Dept. The bids were as follows:

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
