MARCH 04, 2014 — TENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 04, 2014 at 10:00 a.m. Board members present were Smith, Clausen, Monson, and Tripp; Boykin was absent. Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The meeting was called to order. Motion by Tripp second by Monson to approve the minutes of the 02/25/2014 Board meeting. Carried 4-0. Copy filed. Motion by Monson second by Smith to approve the county’s claims totaling $648,085.71. Carried 4-0. Copy filed.
Motion by Tripp second by Monson to approve the separation of Kathy Heibel, Clerk II, Building Services Dept., effective 02/27/14. Other.; the separation of Mark Larkin, Civilian Jailer, County Sheriff Dept., effective 2/27/14. Resignation.; and the reclassification of Sage Lewis, Civilian Jailer, County Sheriff Dept., effective 03/22/14, $20.23/hour, 10.9%=$1.99/hour. Per CWA Civilian Officers Contract agreement, from Class 1 to Senior Class. Carried 4-0. Copy filed.
Motion by Monson second by Smith to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Clerk II, Building Services Dept., AFSCME Courthouse Contract Grade 3: $14.67/hour or per contract language, and Civilian Jailer, County Sheriff Dept., CWA Civilian Officers Contract: $16.85/hour. Carried 4-0. Copy filed.
Motion by Smith second by Monson to approve the request from Kay Gunsolly to remain on County Health Insurance Plan. Carried 4-0. Copy filed.
Motion by Smith second by Monson to receive the County Auditor’s Quarterly Reports for Quarter ending 09-30-13 to 12-31-13. Carried 4-0. Copy filed.
There was a presentation of a Resolution Thanking and Commending Marvin Downing for Years of Service.
Motion by Monson second by Smith to approve and authorize the Chairperson to sign a Resolution accepting Barthole First Addition (A Minor Subdivision), GIS Parcel #884303200006 into Woodbury County. Carried 4-0.

RESOLUTION ACCEPTING AND APPROVING
TO WOODBURY COUNTY, IOWA
Whereas the owners and proprietors did on the 31st day of December, 2013, file with the Woodbury County Auditor of Woodbury County, Iowa, a certain plat designated as "BARTHOLE FIRST ADDITION", a Minor Subdivision to Woodbury County, Iowa and
Whereas, it appears that said plat conforms with all of the provisions of the Code of the State of Iowa and the ordinances of Woodbury County, Iowa, with reference to filing of the same.
Now therefore, be it resolved by the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, that the plat of "BARTHOLE FIRST ADDITION", a Minor Subdivision to Woodbury County, Iowa, be, and the same is hereby accepted and approved, and the chairman and the secretary of the Woodbury County Board of Supervisors, Woodbury County, State of Iowa, are hereby directed to furnish to owners and proprietors a certified copy of this resolution as required by law,

WHEREAS: The Board of Supervisors is submitting application to the SIMPCO MPO Surface Transportation Program for the following project in FY 2018, and

PCC Overlay Project
NOW, THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that County Engineer is directed to submit application for the above captioned project, that the Board of Supervisors will dedicate the local match funding for the project, and that Woodbury County will maintain the completed project for its intended public use for a minimum of 20 years following project completion.

WOODBURY COUNTY, IOWA RESOLUTION #11,975 PROCLAMATION MENTAL RETARDATION AWARENESS MONTH
WHEREAS mental retardation is a condition which today affects more than 7 million American children and adults and their families, many of whom wait on long lists for needed services and support; and
WHEREAS the most effective weapons for alleviation of the serious problems associated with mental retardation are public knowledge and understanding; and
WHEREAS during the month of March, over 2,500 members through the local chapters of the Arc of Iowa, a statewide organization on mental retardation, are forging vital employment, educational, and fund-raising campaigns under private sector initiatives.
THEREFORE the Woodbury County Board of Supervisors hereby proclaims March 2014 as
MENTAL RETARDATION AWARENESS MONTH
in Woodbury County, Iowa, and urges the citizens to give full support to efforts toward enabling people with mental retardation to live full and productive lives of inclusion in our communities.
