FEBRUARY 11, 2014 — SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 11, 2014 at 10:00 a.m. Board members present were Clausen, Boykin, Monson, Smith, and Tripp. Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The meeting was called to order. Motion by Tripp second by Monson to approve the minutes of the 02/04/2014 Board meeting. Carried 5-0. Copy filed. Motion by Smith second by Monson to approve the county’s claims totaling $532,412.61. Carried 5-0. Copy filed.
Motion by Tripp second by Monson to approve the reclassification of Melissa Miller, Clerk II, Human Resources Dept., effective 02/24/14, $16.11/hour, 5%=$.77/hour. Per Wage Plan comparability w/AFSCME Courthouse Contract, from Grade 3/Step 2 to Grade 3/Step 3. and the reclassification of Marie Thomas, Civilian Jailer, County Sheriff Dept., effective 02/28/14, $17.52/hour, 4%=$.67/hour. Per CWA Civilian Officer Contract agreement, from Class 3 to Class 2. Carried 5-0. Copy filed.
Ed Gilliland gave an update on Health Insurance Plan.
Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for parcel #012735, 615 W 8th St, Sioux City, parcel #012585, 612 W 9th St, Sioux City, and parcel #012615, 816 Cook St, Sioux City. Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:
The East 60 feet of Lots 1 & 2; The South 24 feet of the West 90 ft of Lot 2; and the East 47 feet Lots 5 & 6 all in Block 60,
Sioux City, in the County of Woodbury and State of Iowa
(612 W. 9th Street; 816 Cook Street; 615 W. 8th Street)
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 25th Day of February, 2014 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury
County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 25th Day of February, 2014, immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $1475.00 plus recording fees.

WHEREAS, Marvin Downing has capably served Woodbury County as an employee of the Woodbury County Secondary Roads for 37 years from November 7, 1977 to February 28, 2014; and
WHEREAS, the service given by Marvin Downing as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Marvin Downing for his years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Marvin Downing.

WHEREAS, Kay Gunsolly has capably served Woodbury County as an employee of the Siouxland District Health Department for 25 years from December 18, 1989 to March 31, 2014; and
WHEREAS, the service given by Kay Gunsolly as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Kay Gunsolly for her years of service to Woodbury County; and

Motion by Smith second by Monson to approve and authorize the Chairperson to sign an Underground Utility Permit for MidAmerican Energy. Carried 5-0. Copy filed.
Any Budget items that have been deferred from previous budget hearings, discussion and decision.
Motion by Smith second by Clausen to increase the Human Resources proposed budget by $6,500 to fund pre-employment physicals. Carried 5-0. Motion by Monson second by Tripp to receive the Starcomm budget as submitted and to authorize the Chairman to sign. Carried 5-0.
Motion by Smith second by Clausen to use $623,685 of reserve funds to reduce the tax askings for the FY15 budget. Carried 4-1, Tripp opposed.
Motion by Clausen second by Monson to set a public hearing on March 11th at 10:15 to adopt the FY15 budget. Carried 5-0
Bid opening was held at 10:30 a.m. for alterations to office building Woodbury County Social Services.
The bids were as follows:

Motion Clausen second by Smith to refer the bids to the RML Architects for review and recommendation. Carried 5-0. Copy filed.
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until February 18, 2014.
