FEBRUARY 04, 2014 — FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 4, 2014 at 10:00 a.m. Board members present were Clausen, Boykin, Monson, Smith, and Tripp. Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The meeting was called to order. Motion by Monson second by Tripp to approve the minutes of the 01/28/2014 Board meeting. Carried 5-0. Copy filed. Motion by Monson second by Clausen to approve the county’s claims totaling $499,228.62. Carried 5-0. Copy filed.
Motion by Smith second by Tripp to approve the separation of Joseph Moravek, Civilian Jailer, County Sheriff Dept., effective 01/29/14. Separation.; the promotion of Jeana Davis, Clerk II, County Sheriff Dept., effective 02/05/14, $18.81/hour, 8%=$1.45/hr. Promotion from Sheriff Civil Clerk to Sheriff Clerk II.; the reclassification of Lisa Robinson, Clerk II, Veteran Affairs Dept., effective 02/15/14, $16.11/hour, 5%=$.77/hr. Per Wage Plan comparability w/AFSCME Courthouse Contract, from Grade 3/Step 2 to Grade 3/Step 3.; and the separation of Marvin Downing, Equipment Operator, Secondary Roads Dept., effective 02/28/14. Motion by Monson second by Tripp to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Civil Clerk, County Sheriff Dept., AFSCME Courthouse Contract Grade 2: $13.81/hour or per contract language. Carried 5-0. Copy filed.
Motion by Tripp second by Monson to approve the request from Marvin Downing to remain on County Health Insurance Plan. Carried 5-0. Copy filed.
Motion by Clausen second by Smith to lift the suspension of taxes for Jean Meyer, 1023 Morningside Ave, Sioux City, Parcel #894735329007. Carried 5-0. Copy filed.
Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a Permit to Work in the Right of Way for Rex Todd. Carried 5-0. Copy filed.
Motion by Monson second by Tripp to approve and authorize the Chairperson to sign Amendment Number Two, Planning Grant Agreement between Iowa Homeland Security and Emergency Management Division and Woodbury County. Carried 5-0. Copy filed.
Motion by Smith second by Monson to approve the expenditure of $1,000.00 to support the Briar Cliff Entrepreneur Contest, Entrepalooza/Swimming with the Sharks. Carried 5-0. Copy filed.
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
James Van Bruggen, Executive Director, Siouxland Tax Research Council, discussed Woodbury County’s costs of Juvenile Detention with the Board.
Any Budget items that have been deferred from previous budget hearings, discussion and decision.
Motion by Clausen second by Smith to transfer from $74,971 of Riverboat Funds to the general basic fund to cover the cost of non-mandated services and to transfer $93,514 from Local Options Sales Tax Funds to the rural basic fund to cover part of the costs of Planning and Zoning. Carried 5-0.
Motion by Clausen to remove $250,000.00 for Courthouse Security costs from the proposed budget. Motion died for a lack of a second.
Motion by Boykin to reduce budgeted overtime for the Jail by $90,000.00. Motion died for a lack of second.
The Board adjourned the regular meeting until February 11, 2014.
