NOVEMBER 19, 2013 — FORTYSIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, November 19, 2013 at 10:00 a.m.  Board members present were Boykin, Clausen, Smith, Tripp, and Monson.  Staff members present were Karen James, Board Administrator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.

Motion by Tripp second by Smith to approve the minutes of the 11/12/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve the county’s claims totaling $569,438.70.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve the reclassification of James Loomis, Asst. County Attorney, County Attorney Dept., effective 12/01/13, $81,911/year, 3%=$2,755/yr. Per AFSCME Asst. County Attorney Contract agreement, from Step 10 to Step 11.; and the other of Jered Jepsen, Weed Commissioner/Equipment Operator, Roadside Management Dept., effective 12/01/13, $20.91/hour. Position/Status Transfer to 12 month wage plan employee.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Temporary Assistant County Attorney, County Attorney Dept., Wage Plan:  $20.00/hour.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to receive for consideration the final platting for High Places Addition (a Minor Subdivision) GIS #894227300010 and to refer to the Zoning Commission for recommendation.  Carried 5-0.

Motion by Monson second by Smith to approve final plans for 260th Street Pavement Replacement project number STP-S-CO97(121)—5E-97 (RISE and STP funded), per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to approve final plans for Old Highway 75 (K45) HMA Overlay project number STP-S-CO97(110)—5E-97 (MPO/STP funded), per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to award the bid for the Bank Protection Project on Little Sioux River near Smithland to Clark Construction, Whiting, IA for $128,000.00, per recommendation of County Engineer, Mark Nahra.  Carried 3-2, Smith and Clausen opposed.  Copy filed.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Tripp second by Monson to go into closed session with Doug Phillips per Iowa Code Section 21.5.  Carried 5-0 on a roll call vote.

Motion by Monson second by Tripp to go out of closed session with Doug Phillips per Iowa Code Section 21.5.  Carried 5-0 on a roll call vote.   Motion by Boykin second by Monson to go into closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on a roll call vote.

Motion by Monson second by Tripp to go out of closed session per Iowa Code Section 21.5(1)(c).  Carried 5-0 on a roll call vote.

The Board adjourned the regular meeting until November 26, 2013.
