AUGUST 06, 2013 — THIRTYFIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 6, 2013 at 10:00 a.m.  Board members present were Clausen, Boykin Monson and Tripp; Smith was absent.  Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 7/30/2013 Board meeting.  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve the county’s claims totaling $606,827.67.  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve the separation of Nathan Ludwig, Temporary Summer Laborer, Secondary Roads Dept., effective 07/26/13. End of Temporary Work.; the separation of Lukas Peters, Temporary Summer Laborer, Secondary Roads Dept., effective 7/26/13. End of Temporary Work.; and the reclassification  of Dan Harstad, Civilian Jailer, County Sheriff Dept., effective 08/10/13, $17.52/hour, 4%=$.67/hour.  Per CWA Civilian Officer Contract agreement, from Class 3 to Class 2.  Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for Parcel #184800, 512 Amanda St., Sioux City.  Carried 4-0.

NOTICE OF PROPERTY SALE

PARCEL #184800

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot 4,  Block 2,  Golf View Addition, City of Sioux City, Woodbury County, Iowa

(512 Amanda Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on the  20th Day of August, 2013 at 10:15 o’clock a.m. in the meeting room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.      

2.  That said Board proposes to sell the said parcel of real estate at a public auction to be held on the 20th Day of August, 2013,  immediately         following the closing of the public hearing.      

3.   That said Board proposes to sell the said real estate to the highest bidder at or above a total minimum bid of $130.00 plus recording fees.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign Master Agreement for Products and Services with Cott Systems, Inc.  Carried 4-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign Gravel Stockpile Contract to Hallett Materials.  Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign Gravel Contract for Hallett Materials.  Carried 4-0.  Copy filed.

Motion by Tripp second by Boykin to award bid for New Sport Utility Vehicle for the Secondary Road Department to Billion Motor of Sioux City for a net cost of $22,900.00, per recommendation of Mark Nahra, County Engineer.  Carried 4-0.  Copy filed.

There was a presentation of a Resolution Thanking and Commending Richard Duerksen for Years of Service.

There was a discussion with County Sheriff, Dave Drew about jail overcrowding.   The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.  There was a discussion of the C.F. Industries build.

The Board adjourned the regular meeting until August 13, 2013.
