JULY 16, 2013 — TWENTYNINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 16, 2013 at 10:00 a.m. Board members present were Clausen, Boykin and Smith, Monson and Tripp. Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Patrick Jennings, County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.
Motion by Smith second by Tripp to approve the minutes of the 7/09/2013 Board meeting. Carried 5-0. Copy filed.
Motion by Monson second by Tripp to amend the agenda to include action on the item to listed as “Discussion on the Reserve Program”. Carried 3-2; Boykin and Clausen opposed.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Howard Gerson, 1314 S. Paxton St., Sioux City, parcel #894735380005. Carried 5-0.

RESOLUTION APPROVING PETITION OF SUSPENSION OF TAXES
WHEREAS, Howard Gerson is the titleholder of properties located at 1314 S. Paxton Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 8947 35 380 005
REDERICHS LOT 13 BLK 6
WHEREAS, Howard Gerson is the titleholder of the aforementioned properties have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

FOR HIS SERVICE TO WOODBURY COUNTY
WHEREAS, Richard Duerksen has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department for 23 years from February 23, 1990 to July 31, 2013; and
WHEREAS, the service given by Richard Duerksen as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Richard Duerksen for his years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Richard Duerksen.

Discussion on Reserve Program with County Sheriff Dave Drew.
Motion by Smith second by Boykin to remove from the agenda, the action previously approved, from the item of “Discussion on Reserve Program” on the advice of the County Attorney. Carried 4-1; Tripp opposed.
Motion by Monson second by Tripp to place an action item on the agenda for the next meeting regarding the approved number of reserve deputies.
Jim Marshall, Sioux City, Jereme Muller, Sioux City, and Steve Pickering, Sioux City asked the Board to support the motion. Failed 2-3; Smith, Clausen and Boykin opposed.
The Presentation of the New County Web Site from WCICC-IT John Malloy was removed from the agenda at the request of Mr. Malloy.
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until July 23, 2013.
