JULY 16, 2013 — TWENTYNINETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, July 16, 2013 at 10:00 a.m.  Board members present were Clausen, Boykin and Smith, Monson and Tripp.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Patrick Jennings, County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Smith second by Tripp to approve the minutes of the 7/09/2013 Board meeting.  Carried 5-0.   Copy filed.

Motion by Monson second by Tripp to amend the agenda to include action on the item to listed as “Discussion on the Reserve Program”.  Carried 3-2; Boykin and Clausen opposed.

Motion by Tripp second by Monson to approve the reclassification of Cynthia Combs, Custodian, Building Services Dept., effective 07/25/13, $15.42/hour, 6%=$.91/hour. Per AFSCME Courthouse Contract agreement, from Grade 1/Step 3 to Grade 1/Step 4.; the reclassification of Kimberly Flanders, Custodian, Building Services Dept., effective 7/25/13, $15.42/hour, 6%=$.91/hour. Per AFSCME Courthouse Contract agreement, from Grade 1/Step 3 to Grade 1/Step 4.; the reclassification of Joseph Bukovich, Sheriff Deputy, County Sheriff Dept., effective 07/25/13, $26.14/hour, 6.5%=$1.60/hour. Per CWA Deputy Sheriff Contract agreement, from Class 1 to Senior Class.; the reclassification of Joshua Widman, Asst. County Attorney, County Attorney Dept., effective 07/26/13, $62,887/year, 4.5%=$2,754/year.  Per Wage Plan comparability with AFSCME Att. County Attorney Contract, from Step 4 to Step 5.; the reclassification of Matthew Verzani, Asst. County Attorney, County Attorney Dept., effective 07/27/13, $57,374/year, 5%=$2,753/year, Per AFSCME Asst. County Attorney Contract agreement, from Step 2 to Step 3.; the separation of Richard Duerksen, Civilian Jailer, County Sheriff Dept., effective 07/31/13.  Retirement.; and the reclassification  of Jonathon Hatfield, Civilian Jailer, County Sheriff Dept., effective 08/04/13, $17.52/hour, 4%=$.67/hour.  Per CWA Civilian Officer Contract agreement, from Class 3 to Class 2.  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to approve the request from Richard Duerksen to remain on County Health Insurance Plan.  Carried 5-0.  Copy filed.

Update on Health Insurance with Ed Gilliland.

Motion by Monson second by Smith to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Howard Gerson, 1314 S. Paxton St., Sioux City, parcel #894735380005.  Carried 5-0.

RESOLUTION #11,078

RESOLUTION APPROVING PETITION OF SUSPENSION OF TAXES

WHEREAS, Howard Gerson is the titleholder of  properties located at 1314 S. Paxton Street,  Sioux City,  Woodbury County, Iowa, and legally described as follows:       

Parcel # 8947 35 380 005 

REDERICHS LOT 13 BLK 6           

WHEREAS, Howard Gerson is the titleholder of the aforementioned properties have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

SO RESOLVED this 16th day of  July, 2013.

RESOLUTION THANKING AND COMMENDING

RICHARD DUERKSEN

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Richard Duerksen has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department    for 23 years from February 23, 1990 to July  31, 2013; and

WHEREAS, the service given by Richard Duerksen as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Richard Duerksen  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Richard Duerksen.

BE IT SO RESOLVED this 16th day of July,  2013.

Motion by Monson second by Boykin to approve the Issuing RFP for LEC Security Cameras Project. Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to receive for consideration the final platting for Wingert Second Addition  (a Minot Subdivision) GIS #894620300001 and to refer to the Zoning Commission for recommendation.  Carried 5-0.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a Permit to Work in the Right of Way for Uncle Ben 5K, per recommendation of Mark Nahra, County Engineer.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve and authorize the Chairperson to sign an Underground Utility Permit for Mid American Energy, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to approve and authorize the Chairperson to sign an Underground Utility Permit for Long Lines on 210th St., per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Monson second by Smith to award the ½ Ton Pickup bid to Billion Motors of Sioux City for $21,100.00.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to award the ½ Ton Pickup bid to Billion Motors of Sioux City for $17,100.00.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to award the ¾ Ton Pickup bid to Billion Motors of Sioux City for $19,900.00.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to consider rebid for SUV Vehicle for Secondary Roads Department.  Carried 5-0.  Copy filed.

Discussion on Reserve Program with County Sheriff Dave Drew.

Motion by Smith second by Boykin to remove from the agenda, the action previously approved, from the item of “Discussion on Reserve Program” on the advice of the County Attorney.  Carried 4-1; Tripp opposed.

Motion by Monson second by Tripp to place an action item on the agenda for the next meeting regarding the approved number of reserve deputies.

Jim Marshall, Sioux City, Jereme Muller, Sioux City, and Steve Pickering, Sioux City asked the Board to support the motion.        Failed 2-3; Smith, Clausen and Boykin opposed.

The Presentation of the New County Web Site from WCICC-IT John Malloy was removed from the agenda at the request of Mr. Malloy.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until July 23, 2013.
