JULY 02, 2013 — TWENTYSEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, July 02, 2013 at 10:00 a.m. Board members present were Clausen, Boykin and Smith; Monson and Tripp were absent. Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Boykin second by Clausen to approve the minutes of the 6/25/2013 Board meeting. Carried 2-0; Smith abstained. Copy filed.
Motion by Boykin second by Smith to approve the minutes of the 6/14/2013 Board meeting. Carried 3-0. Copy filed.
Motion by Boykin second by Smith to approve the transfer of Jerardo Cruz, Court Security Officer, County Sheriff Dept., effective 07/01/13, $20.23/hour. Transfer from Civilian Jailer to Court Security Officer.; the transfer of Mark Larkin, Civilian Jailer, County Sheriff Dept., effective 7/01/13, $22.45/hour. Transfer from Court Security Officer to Civilian Jailer.; the separation of Amy Klocke, Assistant County Attorney, County Attorney Dept., effective 07/09/13. Resignation.; the separation of Vaness Jorgensen, P/T Female Youth Worker, Juvenile Detention Dept., effective 07/13/13. Resignation.; and the reclassification of Katie Tucker, P/T Female Youth Worker, Juvenile Detention Dept., effective 7/13/13, $22.38/hour, 5.5%=$1.18/hour. Per AFSCME Juvenile Detention Contract agreement, from Grade 1/Step 4 to Grade 1/Step 5. Carried 3-0. Copy filed.
Motion by Smith second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Assistant County Attorney, County Attorney Dept., AFSCME Assistant County Attorney: $51,977-$60,133/year and for P/T Female Youth Worker, Juvenile Detention Dept., AFSCME Juvenile Detention: $16.85/hour. Motion by Smith second by Boykin to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Betty Langford, 1800 W. 6th St., Sioux City, parcel #894730236007. Carried 3-0.

RESOLUTION APPROVING SUSPENSION OF TAXES
WHEREAS, Betty E. Langford is the titleholder of properties located at 1800 W. 6th Street, Sioux City, Woodbury County, Iowa, and legally described as follows: Parcel # 894730236007
HORNICKS 3RD LOT 1 BLK 41
WHEREAS, Betty E. Langford is the titleholder of the aforementioned properties have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.
SO RESOLVED this 2nd day of July, 2013.

Motion by Boykin second by Smith to approve and authorize the Chairperson to sign the First Amendment Agreement of the Sales Order Agreement by and Between Election Systems and Software, LLC and Woodbury County, Iowa. Carried 3-0. Copy filed.
Motion by Boykin second by Smith to approve and authorize the Chairperson to sign a contract for Medicaid Case Management Services between Siouxland Mental Health Center and Woodbury County, Iowa, per recommendation of Patty Erickson-Puttmann, Social Services Coordinator. Carried 3-0.
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
James Marshall, 4201 Denise Ct., Sioux City, discussed the extra duty policy for Deputy Sheriffs with the Board.
The Board adjourned the regular meeting until July 9, 2013.
