APRIL 09, 2013 — FIFTHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 09, 2013 at 10:00 a.m.  Board members present were Clausen, Monson, Smith, Boykin and Tripp.  Staff members present were Heather Satterwhite, Public Bidder, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 4/02/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve the promotion of Donald Armstrong, Deputy Sergeant, County Sheriff Dept., effective 04/01/2013, $29.62/hour, 7%=$1.99/hr.  Per County Sheriff, from Deputy to Deputy Sergeant., the separation of Rhonda Blatchford, Care Manager, Social Services Dept., effective 04/12/2013. Resignation, and the separation of Kay Wagner, Senior Clerk, Auditor/Recorder Dept., effective 4/30/2013. Retirement.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Recorder Senior Clerk, Auditor/Recorder Dept., AFSCME Courthouse Contract Grade 4:  $15.80/hr or per Contract Language, and for Director, Economic Development Dept., Wage Plan:  $60,000-$69,000/year.  Carried 3-2; Monson and Tripp opposed.  Copy filed.

Motion by Tripp second by Boykin to approve requests from Kay Wagner to remain on County Health and Dental Insurance Plans.  Carried 5-0.

Motion by Monson second by Boykin to re-appoint Amy Tooley to Community Action Agency of Siouxland Board of Directors.  Carried 5-0.  Copy filed.

Motion by Tripp second by Smith to receive the appointment of Linda Baird, 2376 Hancock Ave, Moville, Iowa as West Fork Township Trustee, to fill a vacancy in the office until the next regular election.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve the IDOT Budget for FY 2014.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve the IDOT FY 2014-2018 Construction Program.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to award the bid for 2013 Pavement Markings to Vogel Traffic Services, Orange City, IA for $57,726.27, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

There was discussion of ditch work involving Lawrence Reynolds. 

Motion by Tripp second by Boykin to receive Commission of Veteran Affairs Quarterly Report.  Carried 5-0.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a loan to Bronson Ambulance from the EMS Loan Fund.  Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to incorporate monthly Department Head Meetings with Board meetings. Carried 5-0.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Boykin second by Tripp to go into closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.

Motion by Boykin second by Tripp to go out of closed session per Iowa Code Section21.5(1)(a).  Carried 5-0 on a roll-call vote.

The Board adjourned the regular meeting until April 16, 2013.
