APRIL 02, 2013 — FOURTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 02, 2013 at 10:00 a.m.  Board members present were Clausen, Monson, Smith, Boykin and Tripp.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Smith second by Monson to approve the minutes of the 3/26/2013 Board meeting.  Carried 4-0; Tripp abstained.  Copy filed.

Motion by Boykin second by Tripp to approve the separation of Matthew Maynard, Temporary Equipment Operator, Secondary Roads Dept., effective 03/28/2013.  End of Temporary Work., the separation of Lisa Ford, P/T Youth Worker, Juvenile Detention Dept., effective 04/02/2013. Resignation, and the separation of Charles Kofka, Sheriff Deputy, County Sheriff Dept., effective 4/23/2013. Retirement.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for Deputy Sergeant, County Sheriff Dept., CWA Deputy Sheriff:  $29.62/hour and P/T Youth Worker, Juvenile Detention Depts., AFSCME Juvenile Detention:  $16.52/hour.  Carried 5-0.  Copy filed.

Motion by Boykin second by Smith to approve the De-Authorization of Sheriff Deputy (Deauthorize to Authorize a Deputy Sergeant), County Sheriff Dept.  Carried 5-0. Copy filed.

Discussion on Woodbury County Health Insurance Appeal Process.

There was no action taken.

Motion by Monson second by Tripp to lift the suspension of taxes for Eileen Zimmerman, 3300 46th St., Sioux City, Parcel #894711101017.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and receive for signatures, a Resolution thanking and commending Charles Kofka for his years of service to Woodbury County.  Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
CHARLES “FRANK” KOFKA
FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Charles “Frank” Kofka has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Office  for 34 years from April 16, 1979 to April 23, 2013; and

WHEREAS, the service given by Charles “Frank” Kofka as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Charles “Frank” Kofka  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Charles “Frank” Kofka.

BE IT SO RESOLVED this 2nd day of April, 2013.

Motion by Smith second by Monson to approve and authorize the Chairperson to sign a Resolution accepting Lakeland Acres, a Minor Subdivision into Woodbury County.  Carried 5-0.

ACCEPTING LAKELAND ACRES
A MINOR SUBDIVISION
INTO WOODBURY COUNTY

WHEREAS, THE OWNERS AND PROPRIETORS DID ON}
 
{THE 27th  DAY OF DECEMBER, 2012, FILE WITH THE WOODBURY COUNTY ZONING COMMISSION A CERTAIN PLAT DESIGNATED AS LAKELAND ACRES, A MINOR SUBDIVISION TO WOODBURY COUNTY, IOWA; AND
 
WHEREAS, IT APPEARS THAT SAID PLAT CONFORMS WITH ALL OF THE PROVISIONS OF THE CODE OF THE STATE OF IOWA AND ORDINANCES OF WOODBURY COUNTY, IOWA, WITH REFERENCE TO THE FILING OF SAME; AND
 
WHEREAS, THE ZONING COMMISSION OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT; AND
 
WHEREAS, THE COUNTY ENGINEER OF WOODBURY COUNTY, IOWA HAS RECOMMENDED THE ACCEPTANCE AND APPROVAL OF SAID PLAT.
 
NOW THEREFORE, BE, AND IT IS HEREBY RESOLVED BY THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, THAT THE PLAT OF LAKELAND ACRES, A MINOR SUBDIVISION TO WOODBURY COUNTY, IOWA BE, AND THE SAME IS HEREBY ACCEPTED AND APPROVED, AND THE CHAIRMAN AND SECRETARY OF THE WOODBURY COUNTY BOARD OF SUPERVISORS, WOODBURY COUNTY, STATE OF IOWA, ARE HEREBY DIRECTED TO FURNISH TO THE OWNER AND PROPRIETOR A CERTIFIED COPY OF THIS RESOLUTION AS REQUIRED BY LAW.

Motion by Boykin second by Monson to receive bids for 2013 Pavement Markings and to submit them to the County Engineer for review and recommendation.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign a Permit to Work in the County Right of Way for City of Sergeant Bluff , per recommendation of County Engineer Mark Nahra.   Carried 5-0.  Copy filed.

Motion by Smith second by Tripp to award the bid for 2013 Corrugated Metal Pipe to Contech Eng. Solutions, Iowa City, IA for $45,583.64, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Discussion of Project to Rip Rap Bank on Little Sioux River near Smithland.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board adjourned the regular meeting until April 9, 2013.
