MARCH 12, 2013 — ELEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 12, 2013 at 10:00 a.m.  Board members present were Clausen, Tripp, Monson, Smith and Boykin.  Staff members present were Karen James, Board Administrative Coordinator, Dennis Butler, Finance/Operations Controller, Joshua Widman, Assistant County Attorney, and Jean Jessen, Deputy Auditor. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Boykin to approve the minutes of the 3/05/2013 Board meeting.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve the appointment of Laura Kinnaman, Custodian, Building Services Dept., effective 03/18/2013, $13.54/hour.  Job Vacancy Posted 1-30-13.  Entry Salary:  $12.92 to $14.23/hour.   Carried 5-0.  Copy filed.
      
J.D. Pellersels-Human Resources presented an update on the Wellness Program.  Copy filed.

Motion by Monson second by Tripp to approve and authorize the Chairperson to sign a Resolution setting the public hearing and sale date for Parcel #224940, 2408 W 5th St., Sioux City.  Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

West Twenty-Seven feet East One Hundred Seven feet, Lot Fifteen, Block Nine Highland Plat 3rd Addition, City of Sioux City, Woodbury County, IA
(2408 W. 5th Street)

NOW THEREFORE,

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the  26th  Day of March, 2013 at 10:15 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbury
      County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
      public auction to be held on the 26th Day of March, 2013,  immediately        
      following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
      bidder at or above a total minimum bid of $1.00 plus recording fees.

Motion by Smith second by Boykin to approve an application for a 12-month Class A Liquor License (LA Private Club) permit, with Sunday Sales privileges for White Horse Patrol Club, 1689 Old Hwy 141, Sergeant Bluff, IA, effective 04/05/2013 through 04/04/2014.  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve an application for a 12-month Class C Liquor License (LC Commercial) permit, with Outdoor Service and Sunday Sales privileges for Anthon Golf Course, 2236 Hwy 31 South, Anthon, IA, effective 04/01/2013 through 03/31/2014.  Carried 5-0.  Copy filed.

Motion by Monson second by Boykin to approve and authorize the Chair person to sign Underground Utility Permit for Century Link on Christy Road and Sunnybrook Drive, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Smith second to Tripp receive for consideration the final platting for Lakeland Acres Addition (A Minor Subdivision) GIS #894609300003 and to refer to the Zoning Commission for recommendation.  Carried 5-0.

Motion by Smith second by Boykin to continue Annual Sponsorship for 2012 Farmers Market.  Carried 5-0.

Recap of FY 2014 Budget from Dennis Butler, Board Controller.

A public hearing was held at 10:30 a.m. on proposed Fiscal Year 2014 Budget.

Motion by Tripp second by Monson to close the public hearing.  Carried 5-0.

Motion by Smith second by Boykin to receive and approve the Compensation Schedule submitted by the County Compensation Board for Elected Official’s Salaries for the Fiscal Year 2014.  Carried 3-2 on a roll call vote, Tripp and Monson opposed.

Motion by Smith second by Boykin to adopt the Fiscal Year 2014 County Budget.  Carried 4-1 on a roll call vote, Tripp opposed.

Motion by Boykin second by Smith to approve and receive for signatures, a Resolution creating New Fund entitled “CIP Projects – Secondary Roads” for FY 2014.  Carried 4-1 on a roll call vote, Tripp opposed.

RESOLUTION # 11,023
SECONDARY ROADS CIP FUND
FOR FY 2014
      
Whereas, it is desired to establish a subsidary fund titled and numbered “:221: CIP Projects –
Secondary Roads” which will be used to accelerate township bridge replacements and a short road,

Whereas, there will be a sunset for the levied taxes of the five Fiscal Years in which FY 2017-18 will be the
the last Fiscal Year for this levy, and

Whereas, the levied taxes will be $1,300,000 per Fiscal Year for five Fiscal Years,

Whereas, it is desired to authorize the Auditor to periodically transfer sums from the Rural Basic
Services Fund to the “CIP Projects – Secondary Roads Fund” during the Fiscal Year 2013-14
budget year, and

Whereas, said transfers must be in accordance with Section 331.432 subsection 4 Code of Iowa,

Whereas, the purpose of the transfers are to move the taxes, levied on the township valuations, to
the “CIP Projects – Secondary Roads Fund” to pay for bridge replacements and a short road near
Anthon all of which are located in the townships outside the city limits.

Now, therefore be it resolved by the Board of Supervisors of Woodbury County, Iowa, as follows:

The total maximum transfers from the Rural Basic Services to the “CIP Projects – Secondary Roads
Fund” for the Fiscal Year Beginning July 1, 2013, shall not exceed the sum of $1,300,000.

The Auditor is directed to correct his books when said operating transfers are made and to notify
the Treasurer of the amounts of said transfers.

The above and foregoing resolution was adopted by the Board of Supervisors of Woodbury County
Iowa, on March 12, 2013.

Motion by Monson second by Boykin to approve and authorize the Chairperson to sign a Letter of Intent on the IJR for Study on New Interstate Interchange.  Carried 5-0.  Copy filed.

Presentation of Starcomm’s Life Cycle Planning from Emergency Services – Gary Brown, Sioux City Police Department – Chief Doug Young, and Communications Center – Glenn Sedivy.
 
The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
      
The Board adjourned the regular meeting until March 19, 2013.
