SEPTEMBER 11, 2012 — THIRTYSIXTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, September 11, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, Tripp, and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Clausen second by Boykin to approve the minutes of the 09/04/2012 Board meeting.  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to approve the reclassification of Steven Hofmeyer, Appointed % Deputy-Elections, County Auditor Dept., effective 08-22-12, $59,227/year, 5%=$2,846/year. Per County Auditor, increase to 75% Appointed Deputy; the reclassification of Vanessa Jorgensen, P/T Youth Worker, Juvenile Detention Dept., effective 09-28-12, $17.17/hour, 3.9%=$.65/hour.  Per AFSCME Juvenile Detention Contract agreement, from Grade 1/Step 1 to Grade 1/Step 2; the reclassification of Susan Ahlquist, Motor Vehicle Clerk II, County Treasurer Dept., effective 09-28-12, $15.04/hour, 4.5%=$.66/hour. Per AFSCME Courthouse Contract agreement, from Grade 3/Step 1 to Grade 3/Step 2; and the end of probation of Kayse Fields, Case Manager, Social Services Dept., effective 09-28-12, $18.92/hour, 4%=$.80/hour.  Per Wage Plan Matrix, End of Probation Salary Increase.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to approve and authorize the Chairperson to sign a Resolution approving petition for suspension of taxes for Michael Reiners, 101 Logan, Sioux City, parcel #894726362014.  Carried 5-0.

RESOLUTION APPROVING SUSPENSION OF TAXES
 
WHEREAS, Michael Reiners  is the titleholder of  property located at 101 Logan, Sioux City,  Woodbury County, Iowa, and legally described as follows:  
    
Parcel #   894726362014

Lots Eight & Nine (8 & 9) Block Seven (7) Gaughrans 2nd Addition, City of Sioux City, Woodbury County, Iowa

WHEREAS, Michael Reiners is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

Motion by Monson second by Tripp to receive as submitted the Commission of Veteran Affairs Quarterly Report of Assistance for the 4th quarter ending June 30, 2012 (April, May, and June 2012).  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to approve and authorize the Chairperson to sign First Amendment to master Services Agreement with Securus  Technologies, per recommendation of Glenn Parrett, County Sheriff.  Carried 4-0; Tripp abstained.  Copy filed.

Presentation on Regionalization of Domestic Violence, Sexual Assault, and Shelter Services will impact victims by Margaret Sander, CSADV.

Bid letting was held at 10:20 a.m. for Pavement Marking. Section 10-88-43.  The bids were as follows:

Motion by Clausen second by Boykin to receive and refer the bids to the County Engineer for review and recommendation.

Motion by Boykin second by Monson to award the bid for ¾ ton pickup truck for District 3, Correctionville for Secondary Roads Dept. to Barry Motors for $23,469. 00 per recommendation of Mark Nahra.  Carried 5-0.  Copy filed.

Bid letting was held at 10:25 a.m. for HMA Routing and Sealing.  The bids were as follows:

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. 

The Board adjourned the regular meeting until September 18, 2012.
