MARCH 27, 2012 — THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 27, 2012 at 10:00 a.m. Board members present were Clausen, Monson, Tripp, Boykin, and Smith. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Boykin to approve the minutes of the 03/23/2012 Board meeting. Carried 5-0. Copy filed.
The Board approved the separation of Tyler Lupkes, P/T Operations Officer, Emergency Services Dept., effective 03-01-12. Resignation. Copy filed.
The Board approved the Other of Vincent Dvorak, Civilian Jailer, County Sheriff Dept., effective 03-26-12, $17.66/hour. End of Active Military LOA. Copy filed.
The Board approved the Appointment of Kayse Fields, Case Manager, Social Services Dept., effective 03-28-12, $17.76/hour. Job vacancy posted: 01-25-12. Entry Salary: $17.76/hour. Copy filed.
Motion by Tripp second by Boykin to postpone action to approve and authorize the Chairman to sign a Resolution approving a petition for suspension of taxes for Kimberly A Hansen, 3501 Transit Ave, Sioux City, parcel #884706139009. Carried 5-0.
Motion by Clausen second by Boykin to approve and receive for signatures, a Resolution for inter-fund operating transfer. Carried 5-0.

RESOLUTION FOR INTERFUND OPERATING
RESOLUTION #10,884
Whereas, it is desired to authorize the Auditor to transfer the following sum from the District
Health Fund to the General Basic Fund during the Fiscal Year 2011-12 budget year, and
Whereas, said transfer must be in accordance with Section 331.432 Code of Iowa,
Whereas, the purpose of the transfer is to move a portion of the District Health's Fund
balance to the General Basic Fund in Accordance with Chapter 137.111 sub.2 which requires
that only 20% of expenditures shall be left in the District Health fund balance at the end of
each Fiscal Year. The County will use 25 % for one Fiscal Year (2011) as there is pending
legislation raising the 20% to 25%.
Now, therefore be it resolved by the Board of Supervisors of Woodbury County, Iowa, as
follows:
The total maximum transfer from the District Health Fund to the General Basic Fund for the
fiscal year beginning July 1, 2011, shall not exceed the sum of $ 837,991.
The Auditor is directed to correct his books when said operating transfer is made and to
notify the Treasurer of the amount of said transfer.
The above and foregoing resolution was adopted by the Board of Supervisors of Woodbury
County, Iowa, on March 27th, 2012

Motion by Monson second by Boykin to approve the reappointment of Bob Knowler and Tom Cooper to the Community Action Agency of Siouxland Board of Directors. Carried 5-0.
Motion by Clausen second by Monson to approve and authorize the Chairman to sign a Right-of-Way for Overhead and/or Buried Utilities Permit for Schaller Telephone Company, per Recommendation of County Engineer Mark Nahra. Carried 5-0. Copy filed.
Motion by Tripp second by Monson to approve and authorize the Chairman to sign a Right-of-Way for Overhead and/or Buried Utilities Permit for Woodbury County REC, per Recommendation of County Engineer Mark Nahra. Carried 5-0. Copy filed.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until April 3, 2012.
