MARCH 20, 2012 — TWELVETH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, March 20, 2012 at 10:00 a.m. Board members present were Clausen, Monson, Tripp, Boykin, and Smith. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Clausen to approve the minutes of the 03/13/2012 Board meeting. Carried 5-0. Copy filed.
The Board approved the separation of William Adkins, Temporary Equipment Operator, Secondary Roads Dept., effective 03-16-12. End of Temporary Work. Copy filed.
The Board approved the reclassification of Adan Perales, Youth Worker, Juvenile Detention Dept., effective 04-02-12, $22.63/hour, 6.4%=$1.38/hour. Per AFSCME Juvenile Detention Contract Agreement, from Grade 1/Step 5 to Grade 1/Step 6.. Copy filed.
Motion by Boykin second by Monson to approve and receive for signatures a Resolution thanking and commending retiring County employee Thomas Ladwig for his years of service to the County. Carried 5-0.

THOMAS LADWIG
FOR HIS SERVICE TO WOODBURY COUNTY
WHEREAS, Thomas J. Ladwig has capably served Woodbury County as an employee of the Woodbury County Sheriff’s Department for 25 years from April 13, 1987 to April 15, 2012; and
WHEREAS, the service given by Thomas J. Ladwig as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Thomas J. Ladwig for his years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Thomas J. Ladwig.

RECOGNIZE WESTERN IOWA COMMUNITY
IMPROVEMENT CORPORATION HOUSING FUND
WHEREAS, The Western Iowa Community Improvement Corporation (WICIC) is in the process of
assisting in the creation of the Western Iowa Community Improvement Regional Housing Trust Fund,
whose mission and purpose is to address the affordable housing needs within the region through
coordination and long term planning; including securing and allocating resources to address the unmet
housing needs.
WHEREAS, The County of Woodbury, Iowa understands that opportunities exit to secure resources to
address the various housing needs in the county through the establishment of a regional housing trust
fund.
WHEREAS, The County of Woodbury, Iowa desires to partner with the Western Iowa Community
Improvement Regional Housing Trust Fund to assist in addressing the unmet housing needs in the county.
THEREFORE, BE IT RESOLVED that the County of Woodbury, Iowa does hereby recognize and
support the Western Iowa Community Improvement Regional Housing Trust Fund.

WHEREAS, Sarah E. Morris is the titleholder of property located at 1217 Dubuque St., Sioux City, Woodbury County, Iowa, and legally described as follows:

WHEREAS, Sarah E. Morris is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:

RESOLUTION OF THE BOARD OF SUPERVISORS
OF WOODBURY COUNTY, IOWA
RESOLUTION #10,883
WHEREAS intellectual disability is a condition which affects more than 7 million Americans and their
families; and
WHEREAS public awareness and education enhance a community’s understanding of the issues
affecting people with intellectual disability; and
WHEREAS the month of March has been designated National Intellectual Disability Awareness Month,
with more than 120,000 members and 1,000 chapters of the Arc undertaking public
awareness, educational, and fundraising initiatives; and
WHEREAS The Arc of the United States is the nation’s leading volunteer-based organization
advocating for and with people with intellectual disability and related developmental
disabilities and their families; and
THEREFORE the Woodbury County Board of Supervisors hereby proclaims March 2012
INTELLECTUAL DISABILITY AWARENESS MONTH
in Woodbury County, Iowa, and urges the citizens to give full support to efforts toward enabling people with
intellectual disability to live full and productive lives of inclusion in our communities.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The General Relief Appeal scheduled was not held because the appellant failed to appear.
Motion by Clausen second by Boykin to go into closed session per Iowa Code Section 21.5(1)(c). Carried 5-0 on a roll-call vote.
Motion by Boykin second by Tripp to go out of closed session per Iowa Code Section 21.5(1)(c). Carried 5-0 on a roll-call vote.
Motion by Monson second by Boykin to approve the settlement discussed in the executive session subject to court approval. Carried 5-0.
The Board adjourned the regular meeting until March 27, 2012.
