DECEMBER 20, 2011 — FIFTY-FIRTS MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 20, 2011 at 10:00 a.m. Board members present were Monson, Clausen, Tripp and Boykin; Smith was absent. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The meeting was called to order.
Motion by Clausen second by Boykin to approve the minutes of the 12/13/2011 Board meeting. Carried 3-0; Tripp abstained. Copy filed.
The Board approved the appointment of Jennifer Wersal, Civilian Jailer, County Sheriff Dept., effective 12-28-11, $16.24/hour. Job vacancy posted: 11-02-11. Entry salary $16.24/hour. Copy filed.
The Board approved the reclassification of Angela Fundermann, Deputy Sheriff, County Sheriff Dept., effective 12-20-11, $26.96/hour, 7.8%=$1.96/hr. Per CWA Deputy Sheriff Contract agreemtne, from Senior Deputy to Master Deputy. Copy filed.
The Board approved the Reclassification of Christine Garthright-Chwirka, Deputy Sheriff, County Sheriff Dept., effective 12-30-11, $26.96/hour, 7.8%=$1.96/hr. Per CWA Deputy Sheriff Contract agreement, from Senior Deputy to Master Deputy. Copy filed.
The Board approved the other of Willie Garrett, Deputy Sheriff, County Sheriff Dept., effective 01-03-12, $23.47/hour. End of Active Military LOA. Copy filed.
The Board approved the reclassification of Athena Ladeas, Asst. County Attorney, County Attorney Dept., effective 01-05-12, $58,255/year, 4.8%=$2,671/year. Per AFSCME Asst. County Attorney Contract agreement, from Step 3 to Step 4. Copy filed.
Motion by Boykin second by Tripp to take action on Life Insurance/Lincoln National. Carried 4-0.
Motion by Tripp second by Boykin to take action to donate Department of Human Services furniture and equipment from the Trosper-Hoyt Building to Habitat for Humanity. Carried 4-0.
There was no action taken to sell property at 3250 13th St & 3250 ½ 13th St, Sioux City, parcel #327330 & 327450.
The Board presented a Resolution thanking and commending County employee Charles Cipperley, for his years of service to Woodbury County.

The Board presented a Resolution thanking and commending County employee Donovan Hansen, for his years of service to Woodbury County.
Motion by Boykin second by Clausen to approve a memorandum of Understand between the City of Sioux City, Woodbury County, Sioux City Assessor, and the WCICC Commission to formalize the funding, housing, operation, duration, and termination of Cooperation relating to geographic information system services and operations, per recommendation of John Malloy, WCICC-IT. Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way by Northwest Iowa Power Coop (NIPCO), per recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed.
Motion by Boykin second by Tripp to accept the 2011 Weed Commissioner’s Report, per recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed.

RESOLUTION SETTING PUBLIC HEARING
HACKLEY LATERAL DRAINAGE
WHEREAS, the Woodbury County Board of Supervisors has received a petition to make improvements to the Hackley Lateral Drainage District, and
WHEREAS, as provided in Chapter 468.14 of the Code of Iowa, the Woodbury County Engineer has presented a plan for the cleanout that was approved by the Woodbury County Board of Supervisors at its regular meeting on December 12, 2011, subject to the hearing noticed herein, and
WHEREAS, the Woodbury County Board of Supervisors has received a petition to make improvements to the Hackley Lateral Drainage District, and
WHEREAS, the estimated cost of the cleanout/improvement exceeds Twenty Thousand Dollars ($20,000.00) and therefore a hearing regarding such improvement is required under Code of Iowa section 468.126(c), and
WHEREAS, the Woodbury County Engineer’s report shall be presented at the hearing, as required by Code of Iowa section 468.126(c),
NOW THEREFORE BE IT RESOLVED by the Woodbury County Board of Supervisors, that a hearing to discuss improvements to the Hackley Lateral Drainage District will be held on January 24, 2012 at 10:20 AM in the Board of Supervisors’ Meeting Room in the Woodbury County Courthouse at 620 Douglas Street, Sioux City, Iowa. At said hearing the Board will receive comments both for and against the proposed drainage district improvements.

Motion by Boykin second by Clausen to re-appoint David McWilliams to the Woodbury County Zoning Commission. Carried 4-0.
Motion by Boykin second by Clausen to cancel the Board of Supervisors’ Meeting for December 27, 2011. Carried 4-0.
Motion by Clausen second by Tripp to award the bid to David & Jerome Kass for the amount of $113,994.80 for the Lease of the County Farm pending verification of resources. Carried 4-0.
Motion by Boykin second by Tripp to re-appoint Gregg Grupp to the Conservation Board Member for a term of 5 years. Carried 4-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Motion by Clausen second by Boykin to go into closed session per Iowa Code Section 20.17. Carried 4-0 on a roll-call vote.
Motion by Boykin second by Clausen to go out of closed sessions per Iowa Code Section 20.17. Carried 4-0 on a roll-call vote.
The Board adjourned the regular meeting until January 3, 2012.
