OCTOBER 25, 2011 — FORTY-THIRD MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, October 25, 2011 at 10:00 a.m. Board members present were Monson, Clausen, and Smith; Tripp and Boykin were absent. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Clausen second by Smith to approve the minutes of the 10/18/2011 Board meeting. Carried 3-0. Copy filed.
The Board approved the appointment of Steven Holden, Maintenance Worker, Building Services Dept., effective 10-26-11, $14.35/hour. Job vacancy posted 9-7-11. Entry Salary Range: $13.05-$14.35/hr. Copy filed.
The Board approved the reclassification of Rachael Edmundson, Asst. County Attorney, County Attorney Dept., effective 11-09-11, $55,554/year, 5%=$2,666/year. Per AFSCME Asst. County Attorney Contract agreement, from Step 2 to Step 3. Copy filed.
Motion by Smith second by Clausen to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for (6) Temporary Equipment Operators, Secondary Roads Dept. CWA Secondary Roads comparable: $19.27/hour. Carried 3-0. Copy filed.
Motion by Smith second by Clausen to approve and authorize the Chairman to sign a Resolution approving abatement of taxes for Cheryl Laier, 2306 S. Patterson St, Sioux City, parcel #884706282002. Carried 3-0.

RESOLUTION APPROVING ABATEMENT OF TAXES
WHEREAS, Cheryl Laier as joint titleholders of a property located at 2306 S. Patterson Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 8847 06 282 002
Lot Fourteen (14) Block Three (3) Palmers Morningside Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Cheryl Laier, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property Parcel #884706282002 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:
1. That a public hearing on the aforesaid proposal shall be held on
the 8th Day of November , 2011 at 10:15 o’clock a.m. in the meeting
room of the Board of Supervisors on the first floor of the Woodbury County Courthouse.
2. That said Board proposes to sell the said parcel of real estate at a
public auction to be held on the 8th Day of November, 2011 , immediately
following the closing of the public hearing.
3. That said Board proposes to sell the said real estate to the highest
bidder at or above a total minimum bid of $285.00 plus recording fees.

Motion by Clausen second by Smith to approve the Underground Tile Permit for Jason Meins per recommendation of Mark Nahra, County Engineer. Carried 3-0. Copy filed.
Motion by Smith second by Clausen to approve the final Platting of Jason Addition, a Minor Subdivision, GIS Parcel #864428400005 and forward the platting to the Zoning Commission for recommendations, per recommendation of John Pylelo. Carried 3-0.
Presentation of Proclamation for Red Ribbon Week.
Motion by Smith second by Clausen to approve and authorize the Chairman to sign a Resolution for the Red Ribbon Proclamation. Carried 3-0.
RESOLUTION # 10,834
PROCLAMATION FOR RED RIBBON WEEK
Whereas, Red Ribbon Week will be celebrated in communities all over America from October 23 to October 31, 2011, and,
Whereas, Red Ribbon Week celebrates the memory of Drug Enforcement Agent Enrique Camarena who was tortured and violently murdered in 1985 by drug traffickers while serving as an undercover drug agent in Mexico; and,
Whereas, the National Red Ribbon Campaign offers citizens the opportunity to demonstrate their commitment to a drug-free lifestyle (no use of illegal drugs, no illegal use of legal drugs) by wearing and displaying Red Ribbons;
Now, therefore, I, Mark Monson, Chairperson of Woodbury County Board of Supervisors, do hereby proclaim October 23-31, 2011, as:
“Red Ribbon Week”
and call upon all Citizens to join Jackson Recovery Centers, Siouxland CARES, and Woodbury County, Iowa, in its community-wide effort to promote a safe, healthy and drug-free community

Discussion of funding with the local chapter of Pheasants Forever.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Motion by Clausen second by Smith to go into closed session for General Relief Appeal for Brandon Rholl per Iowa Code Section 21.5(1)(a). Carried 3-0 on a roll-call vote.
Motion by Clausen second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(a). Carried 3-0 on a roll-call vote.
Annual review of activities and future projects by County Sheriff was postponed.
The Board adjourned the regular meeting until November 1, 2011.
