OCTOBER 4, 2011 — FORTYTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, October 4, 2011 at 10:00 a.m.  Board members present were Monson, Clausen, Tripp and Smith, and Boykin.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Clausen second by Tripp to approve the minutes of the 09/27/2011 Board meeting.  Carried 5-0.  Copy filed.
 
The Board approved the separation of Steven Dicks, Equipment Operator, Secondary Roads, effective 10-07-11. Retirement.  Copy filed.
 
The Board approved the appointment of Richard Bryce, Maintenance Technician, Building Services Dept., effective 10-05-11, $15.89/hour.  Job vacancy posted: 07-27-11.  Salary at Grade 4 Step 2, $15.89.  Copy filed.

Motion by Tripp second by Smith to approve and authorize the Chairman to sign a Resolution approving abatement of taxes for Siouxland Residential Services, for parcel #894721313006.  Carried 5-0.

RESOLUTION APPROVING ABATEMENT OF TAXES

WHEREAS, Siouxland Residential Services is the titleholder of  real estate Parcel #894721313006  located in Woodbury County, Iowa and legally described as follows: 

Parcel #894721313006

West Forty-eight feet (48 ft) Lot One (1) Block Seventeen (17)  Higmans 2nd Addition, City of Sioux City, Woodbury County, Iowa
                
WHEREAS, the abovestated property has taxes owing for the 2010/2011, tax year, and the parcel is owned by Siouxland Residential Services; and

WHEREAS, the organization, namely Siouxland Residential Services is failing to immediately pay the taxes due; and 

WHEREAS,  the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates  the taxes owing on the above parcel according to Code of Iowa, 445.16 for the taxes owed for the 2010/2011 tax year and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.
 
SO RESOLVED this 4th day of  October,  2011.

Motion by Clausen second by Tripp to approve and receive for signatures a Resolution thanking and commending retiring County employee Steven Dicks for his years of service to the County.  Carried 5-0.

A RESOLUTION THANKING AND COMMENDING
STEVEN DICKS
FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Steve Dicks has capably served Woodbury County as an employee of the Woodbury County Secondary Roads Department  for 23 years from January 6, 1988 to October 7, 2011; and

WHEREAS, the service given by Steve Dicks as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Steve Dicks  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Steve Dicks.

BE IT SO RESOLVED this 4th day of October, 2011.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

Lot Eight, Block Twenty, Long View Addition to Sioux City, Woodbury    
County, State of Iowa

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the  18th  Day of October , 2011 at 10:15 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbury
      County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
      public auction to be held on the 18th Day of of October, 2011 , immediately        
      following the closing of the public hearing.

3.   That said Board proposes to sell the said real estate to the highest
       bidder at or above a total minimum bid of $285.00 plus recording fees.

Motion by Boykin second by Tripp to approve and authorize the Chairman to sign a Resolution for Proclamation for Domestic Violence Awareness Month.  Carried 5-0.
 
WOODBURY COUNTY, IOWA
RESOLUTION NO #10,827
PROCLAMATION FOR DOMESTIC
VIOLENCE AWARENESS MONTH
 
WHEREAS, domestic violence is a serious crime that affects people of all races, ages, income levels, lifestyles and sexes; and in fact is probably affecting someone you know; and
 
WHEREAS, one in three women will be a victim of violence in her lifetime; domestic violence violates an individual’s human rights by destroying dignity, security, and self-worth due to the systematic use of physical, emotional, sexual, Psychological, and economic control or abuse; and
 
WHEREAS, in Siouxland, the Council on Sexual Assault & Domestic Violence is available 24 hours a day and last year responded to 1,635 unduplicated victims, provided 9,251 nights of shelter to 314 women and 362 children fleeing domestic abuse and despite high census, no one in an unsafe situation was turned away.
 
WHEREAS, the impact of domestic violence affects all of the members of the community, and only a coordinated community response will put a stop to this atrocious crime and assure funding is continuously available to provide these life-saving services.
 
NOW, THEREFORE, I,   Mark A. Monson, Chairman of the Woodbury County Board of Supervisors, on behalf of the Board of Supervisors, do hereby proclaim the month of  October, 2011 as 

“DOMESTIC VIOLENCE AWARENESS MONTH”
in Woodbury County Iowa and urge all citizens to actively participate in the scheduled events and programs
and to think about the fact that it is someone you know.

Motion by Clausen second by Boykin to approve lease with King Street Wireless LP per recommendation of Glenn Sedivy, communication center.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to postpone action on funding needs for the Flavors Program.  Carried 5-0.

There were no quotes received for Portland Concrete Joint Repair on Route K-35.

Motion by Clausen second by Smith to receive the Report from the Temporary Redistricting Commission.  Carried 5-0.  Copy filed.

A public hearing was held at 10:35 a.m. to receive comments on the proposed Precinct Plan and Ordinance fixing the boundaries of the Woodbury County Voting Precincts and Supervisor Districts in Woodbury County.

Motion by Smith second by Clausen to close the public hearing.  Carried 5-0.

Motion by Tripp second by Clausen to waive the second and third reading of an ordinance fixing the boundaries of the Woodbury County Voting Precincts and Supervisor Districts in Woodbury County.  Carried 5-0. 

Motion by Smith second by Clausen to approve the ordinance fixing the boundaries of the Woodbury County Voting Precincts and Supervisor Districts in Woodbury County.  Carried 5-0; copy filed. 

Motion by Boykin second by Smith to authorize the Chairman to sign the Population Certification and Direct the Auditor to file the Plan Electronically with the State of Secretary office.  Carried 5-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
