AUGUST 30, 2011 — THIRTY-FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 30, 2011 at 10:00 a.m.  Board members present were Monson, Clausen, Tripp and Smith, and Boykin.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Clausen second by Smith to approve the minutes of the 08/23/2011 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the reclassification of Dustin D. DeGroot, Civilian Jailer, County Sheriff Dept., effective 09-15-11, $17.57/hour, 4%=$.68/hour.  Per CWA Civilian Officers Contract agreement, from Class 2 to Class 1.  Copy filed.
 
The Board approved the reclassification of Sage M. Lewis, Civilian Jailer, County Sheriff Dept., effective 09-22-11, $17.57/hour, 4%=.68/hour.  Per CWA Civilian Officers Contract agreement, from Class 2 to Class 1.  Copy filed.
 
Motion by Tripp second by Smith to approve and receive for signatures a Resolution thanking and commending retiring County employee Gerald S. Stevens for his years of service to the County.  Carried 5-0.

FOR HIS SERVICE TO WOODBURY COUNTY

WHEREAS, Gerald S. Stevens has capably served Woodbury County as an employee of the Woodbury County Recorder’s Department  for 31 years from May 2, 1980 to September 30, 2011; and

WHEREAS, the service given by Gerald S. Stevens as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Gerald S. Stevens  for his years of service to Woodbury County; and

BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Gerald S. Stevens.

WHEREAS, the service given by Steven M. Saunders as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Steven M. Saunders  for his years of service to Woodbury County; and

WHEREAS, Linda D. Anderson  is the titleholder of  property located at 311 Logan St., City of Sioux City,  Woodbury County, Iowa, and legally described as follows:

WHEREAS, Linda D. Anderson  is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and 

WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension  for this property.

WHEREAS, the abovestated property has taxes owing for the 2010/2011, tax year, and the parcel is owned by Camp High Hopes; and

WHEREAS, the organization, namely Camp High Hopes is failing to immediately pay the taxes due; and 

WHEREAS,  the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates  the taxes owing on the above parcel according to Code of Iowa, 445.16 for the taxes owed for the 2010/2011 tax year and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

RESOLUTION APPROVING ABATEMENT OF TAXES
 
WHEREAS, the City of Sergeant Bluff,  Iowa are the titleholders of real estate Parcel #884730403010 located in Woodbury County, Iowa and legally described as follows:

Sergeant Bluff City Blairs Addition Lots Thirteen and Fourteen (13 & 14) Block Six (6)

WHEREAS, the abovestated property has an unpaid balance of taxes owing, and the parcel is owned by a political subdivision of the state; and

WHEREAS, the political subdivision, namely the City of Sergeant Bluff, Iowa, is failing to immediately pay the taxes due; and 

WHEREAS, the Board of Supervisors sees that good cause exists for the abatement of these taxes; and

NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby abates the taxes owing on the above parcels according to Code of Iowa, 445.63, and hereby directs the Woodbury County Treasurer to abate these aforementioned taxes from the tax records.

Motion by Boykin second by Smith to take action to donate county household property and goods from the Climbing Hill Location to Siouxland Residential Services, per recommendation of Patty Erickson-Puttmann, Social Services Coordinator.  Carried 5-0.

Motion by Boykin second by Tripp to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way by Ed Carr, per Recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to sign a contract with Rodney Propane to supply propane to various shed locations, per recommendation of County Engineer Mark Nahra.  Carried 5-0.  Copy filed.

Motion by Clausen second by Boykin to approve the award of Project Number BROS-CO97(102)—5F-97 to Dixon Construction, Inc. of Correctionville, IA for $283,777.62.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to approve the award of Project Number BROS-CO97(93)—8J-97 to Dixon Construction, Inc. of Correctionville, IA for $643,886.38.  Carried 5-0.  Copy filed.

Motion by Clausen second by Boykin to approve the award of Project Number FM-CO97(95)—55-97, FM-CO97(96)—55-97, and FM-CO97(115)—55-97 to Western Engineering Company, Inc. of Harlan, IA for a total bid of $2,578,106.93.  Carried 5-0.  Copy filed.

Bid letting was held at 10:15 a.m. for sale of Sergeant Bluff Shed for Secondary Roads Dept.  There were no bids offered.

There was no action taken to award the bid for the Sergeant Bluff Shed.

Motion by Boykin second by Smith to approve the contract for the sale of property located at 3420 Old Lakeport Rd. 

Richard Salem spoke against approving the contract.

Motion carried 5-0.  Copy filed

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

The Board toured Siouxland Mental Health Center.
 
The Board adjourned the regular meeting until September 6, 2011.
