June 7, 2011 — TWENTY-SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, June 7, 2011 at 10:00 a.m. Board members present were Monson, Clausen, Tripp and Smith; Boykin, was absent. Staff members present were: Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Tripp second by Clausen to approve the minutes of the May 31, 2011 Board meeting. Carried 3-0; Smith Abstained. Copy filed.
The Board approved the Appointment of Alex Clausen, Temporary Summer Laborer, Secondary Roads Dept., $8.50/hour, effective 06/08/11. Not to exceed 120 days. Copy filed.
The Board approved the Appointment of Steven Koetters, Maintenance Painter, Building Services Dept., $13.90/hour, effective 06/09/11. Job Vacancy Posted: 3-17-11. Entry Salary Range: $12.64-$13.90/hr. Copy filed.
Motion by Smith second by Clausen to approve and receive for signatures a Resolution thanking and commending retiring County employee Kathryn Evans for her years of service to the County. Carried 4-0.

A RESOLUTION THANKING AND COMMENDING
Kathryn Evans
FOR HER SERVICE TO WOODBURY COUNTY
WHEREAS, Kathryn Evans has capably served Woodbury County as an employee of the Woodbury County Juvenile Detention Department for 28 years from October 25, 1985 to June 30, 2011; and
WHEREAS, the service given by Kathryn Evans as a Woodbury County employee, has been characterized by her dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Kathryn Evans for her years of service to Woodbury County; and
BE IT FURTHER RESOLVED that it is the wish of all those signing below that the future hold only the best for this very deserving person, Kathryn Evans.
BE IT SO RESOLVED this 7th day of June, 2011.

Motion by Clausen second by Tripp to approve and authorize the Chairman to sign a Resolution approving suspension of taxes for Stuart Dickey, 2327 So. Cedar, Sioux City, Parcel #884705185019. Carried 4-0.

WHEREAS, Stuart Dickey, is the titleholder of property located at 2327 So. Cedar, City of Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 8847 05 185 019
Lot Seven (7) Block Thirty-five (35) Hedges Morningside Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Stuart Dickey is the titleholder of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

The bids for Air Handler Replacement Equipment for Prairie Hills Facility were opened. The bids were as follows:
Rasmussen Mechanical Services $108,995.00
and
Dunwell LLC $34,075.21

Motion by Clausen second by Smith to receive the bids for Air Handler Replacement Equipment at the Prairie Hills Facility and to refer them to Mark Elgert, Building Services Superintendent for review and recommendation. Carried 4-0. Copy filed.
Motion by Clausen second by Smith to award the bid for the purchase of Chillers for Prairie Hills Facility to Dunwell LLC for $55,820.71.
Motion by Smith second by Tripp to receive and to retroactively authorize the Chairman to sign a Disaster Declaration for Woodbury County and the City of Sioux City. Carried 4-0. Copy filed.
The Board and Monona County Board of Supervisors /Monona County Engineer discussed with an adjacent landowner his request to purchase a County Line Bridge.
Motion by Tripp second by Smith to postpone action for two weeks on the request of an adjacent landowner to purchase a County Line Bridge. Carried 3-1; Clausen was opposed.
The Board and Monona County Board of Supervisors/Monona County Engineer discussed Farmers Garretson Drainage District.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until June 14, 2011.
