MAY 10, 2011 — EIGHTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, May 10, 2011 at 10:00 a.m. Board members present were Boykin, Monson, Clausen and Smith; Tripp was absent. Staff members present were: Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Boykin second by Smith to approve the minutes of the May 3, 2011 Board meeting. Carried 4-0. Copy filed.
The Board approved the Promotion of Lisa L. Anderson, Secretary, Human Resources Dept., $16.34/hour, 20%=$2.77/hr., effective 05/16/2011. Promotion from HR Clerk II to HR Secretary. Copy filed.
The Board approved the appointment of Derek J. Brand, Deputy Sheriff, County Sheriff Dept., $20.10/hour, effective 05/16/2011. Appointment by County Sheriff. Copy filed.
The Board approved the Appointment of Troy J. Tadlock, Deputy Sheriff, County Sheriff Dept., $20.10/hour, effective 05/16/2011. Appointment by County Sheriff. Copy filed.
Motion by Boykin second by Clausen to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for P/T Clerk II, Veteran Affairs Dept., Wage Plan: $12.97/hour. Carried 4-0. Copy filed
Motion by Smith second by Boykin to approve and Authorize the Chairman to sign a Resolution approving suspension of taxes for Leo A. Grant and Deanna L. Grant, 1641 LaPlant Ave, Sioux City, Parcel #894815480013. Carried 4-0.

WHEREAS, Leo A. Grant and Deanna L. Grant, are the titleholders of a property located at 1641 LaPlant Ave. City of Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel # 8948 15 480 013
Lots Twenty-two, Twenty-three, and Twenty-four (22, 23 & 24) Block Three (3) Edgewater 4th Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Leo A. Grant and Deanna L. Grant are titleholders of the aforementioned property have petitioned the Board of Supervisors for a suspension of taxes pursuant to the 2009 Iowa Code section 427.9, and
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby grants the request for a suspension of taxes, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this property.

Motion by Boykin second by Smith to approve abatement for the following taxes that are uncollectable or impractical to pursue collection through tax sale of personal judgment, per recommendation of County Treasurer Michael Clayton:
1. Martina Guerrero, VIN #BU41883, mobile home has been dismantled and junked by mobile home park. Taxes total $312.00 plus interest and costs.
2. Adolfo Rodriguez, VIN #C560D341, mobile home has been dismantled and junked by mobile home park. Taxes total $492.00 plus interest and costs.
3. Corina A Romero of Fortino Mora, VIN #601950, mobile home has been dismantled and junked by mobile home park. Taxes total $580.00 plus interest and costs.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for overhead and/or buried utilities accommodation submitted by Long Lines on Cass Avenue, Lakeport Township per Recommendation of County Engineer Mark Nahra. Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for overhead and/or buried utilities accommodation submitted by Long Lines on 320th Street, Lakeport Township per Recommendation of County Engineer Mark Nahra. Motion by Boykin second by Smith to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for overhead and/or buried utilities accommodation submitted by Long Lines on D-25, Woodbury Township, per Recommendation of County Engineer Mark Nahra. Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Permit to Work in the County Right of Way for overhead and/or buried utilities accommodation submitted by Long Lines on 235th Street, Liberty Township per Recommendation of County Engineer Mark Nahra. Motion by Smith second by Boykin to approve the fund transfer for Liberty Park Expenses for FY 2011 in regards to Local Option Sales Tax Resources. Carried 4-0.
Motion by Boykin second by Smith to approve the setting of a public hearing for a Budget Amendment FY 2011. Carried 4-0.
The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
Motion by Smith second by Boykin to go into closed session for General Relief Appeal for Jeff Downing per Iowa Code Section 21.5(1)(a). Carried 4-0 on a roll-call vote.
Motion by Boykin second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(a). Carried 4-0 on a roll-call vote.
Motion by Boykin second by Smith to provide General Relief services to Jeff Downing. Carried 4-0.
The Board adjourned the regular meeting until May 17, 2011.
