APRIL 5, 2011 — THIRTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, April 5, 2011 at 10:00 a.m. Board members present were Boykin, Monson and Smith; Clausen and Tripp were absent. Staff members present were: Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Boykin second by Smith to approve the minutes of the March 29, 2011 Board meeting. Carried 3-0. Copy filed.
The Board approved the Reclassification of Loan Hensley, Assistant County Attorney, Attorney Dept.,$70,000/year, 3.9%=$2,642/year, effective 04-16-11. Per AFSCME Asst. County Attorney Contract agreement, from Step 7 to Step 8. Copy filed.
The Board approved the Reclassification of Kenneth Grimes, Correctional Officer, Sheriff Dept., $19.38/hour, 10.9%=$1.90/hr, effective 04-23-2011. Per CWA Civilian Officers Contract agreement, from Class 1 to Sr. Class. Copy filed.
The Board approved the Separation of Scott Lanagan, Deputy Sheriff/Investigator, Sheriff Dept., effective 04-29-2011. Retirement. Copy filed.
Motion by Boykin second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Temporary Case Manager Intern, Social Services Dept., Non-Union: $10.00/hour and 2 Deputy Sheriff, Sheriff Dept., CWA Deputies: $20.10/hour. Carried 3-0. Copy filed.

WHEREAS, the service given by Scott Lanagan as a Woodbury County employee, has been characterized by his dedication to the best interests of the citizens of Woodbury County; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF WOODBURY COUNTY, IOWA that the undersigned members of this Board thanks and commends Scott Lanagan for his years of service to Woodbury County; and

IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT
WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 10th day of March, 2011, requested that the Board of Supervisors levy a special assessment of Forty-seven (47%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.
NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Forty-seven (47%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under §468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to §445.36 in the year 2011-2012.

RESOLUTION NO. 10,767
WEED DESTRUCTION ORDER
WHEREAS, it is the responsibility of each of Iowa County’s Board of Supervisors to enforce the provisions of Chapter 317 of the Code of Iowa as amended with regard to the destruction of weeds, and
WHEREAS, under Chapter 317 of the Code of Iowa as amended each county Board of Supervisors must prescribe and order a program of weed destruction to be followed by landowners, tenants, and other persons in possession or control of land, and
WHEREAS, it has been determined by the Woodbury County Board of Supervisors that a program of weed destruction for the year 2011 is necessary,
NOW THEREFORE,
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa that each landowner, tenant or other person in possession or control of private land shall on or before the dates stated below, destroy the below-listed noxious weeds on their land by spraying them with a suitable herbicide in a strength sufficient to kill such weeds.
1. May 23, 2011 - for musk, thistle, sow thistle, bull thistle, leafy spurge, perennial pepper grass, sour dock perennial, smooth dock perennial, and sheep sorrel perennial.
2. June 6, 2011 - for Canada thistle, Russian knapweed, buckhorn perennial, wild mustard annual, horse nettle, and teasel biennial.
3. June 13, 2011 - for field bindweed, wild carrot biennial, and quack grass.
4. June 20, 2011 - for butterprint annual, puncture vine annual, and cocklebur annual.
5. July 11, 2011 - for wild sunflower annual and poison hemlock.
6. October 3, 2011 - all thistles in the rosette stage.
BE IT FURTHER RESOLVED AND ORDERED that all weeds on county trunk and local roads and between the fence lines of such roads, whether they be noxious weeds or other weeds, shall be cut or otherwise destroyed, to prevent seed production, by the owner of the land adjoining the road on or before June 21, 2011.
BE IT FURTHER RESOLVED that weeds that are not destroyed in compliance with the above order may be destroyed by the Weed Commissioner, and the costs of destruction by the Weed Commissioner, including the cost of serving notice, plus a penalty of twenty-five percent of total costs shall be assessed against the property upon which the weeds were destroyed, in the case of private lands, or against the adjoining land, in the case of weeds on county roads. Landowners are to contact Weed Commissioner and notify him if there are areas that should not be sprayed with herbicides.

RESOLUTION NO. 10,768
PROCLAMATION
WHEREAS, sexual violence is a devastating and intolerable crime that continues to escalate in our society and affects every person in the Siouxland area, either as a survivor or a family member, significant other, neighbor, or co-worker of a survivor, and
WHEREAS, the Council on Sexual Assault and Domestic Violence and other professionals joined together as the Tri-State Sexual Assault Coalition to support each other in their work and to provide the city of Sioux City and its citizens with a central source of information on sexual violence and,
WHEREAS, the Council on Sexual Assault and Domestic Violence acknowledges that awareness and prevention are key to ending this horrendous crime. It is critical to the welfare of our community that citizens and systems support the work with their time, financial resources, and the efforts to end this violence, and
WHEREAS, everyone can get involved by taking action towards creating a society where all women, children and men live free from sexual violence and exploitation.
WHEREAS, in recognition of the National Sexual Assault Awareness Month overall theme, “It’s Time . . . To Get Involved!” we too come forward in a unified commitment of the Siouxland communities to end all forms of sexual violence.
NOW, THEREFORE, the Woodbury County Board of Supervisors, do hereby proclaim the month of April 2011 as
“SEXUAL ASSAULT AWARENESS MONTH”
In Woodbury County and urge all Siouxland citizens to unite toward the elimination of all forms of sexual violence and encourage them to “get involved” in creating a society free from sexual violence.
