MARCH 01, 2011 — EIGHTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, March 1, 2011 at 10:00 a.m.  Board members present were Boyken, Clausen, Monson, Smith, and Tripp. Staff members present were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

The meeting was called to order.
 
Motion by Tripp second by Clausen to approve the minutes of the February 22, 2011 Board meeting.  Carried 4-0; Boykin abstained.  Copy filed.

The Board approved the End of Probation for Michelle Skaff, Planner/Analyst III, Homeland Security Dept., $62,830.00/year, increase 3%=$1,830/yr, effective 02-16-11.  End of Probation Salary Increase. Retro Pay = $21.12.   Copy filed.

The Board approved the Appointment of Jessica Wade, Civilian Jailer, Sheriff Dept., $16.16/hour, effective 03-02-11.  Job vacancy posted:  11-10-10.  Entry level salary:  $16.16/hour.  Copy filed
 
Motion by Clausen second by Boykin to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Election Clerk II, Auditor-Election Dept., AFSCME Courthouse Grade 3:  $13.42/hour.  Carried   5-0.  Copy filed.

Motion by Boykin second by Smith to authorize the Chairman to sign 2010 Regional Homeland Security Grant and Authorize designating Gary Brown as Regional Homeland Security Representative.  Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to authorize the Chairman to sign Regional Homeland Security Contract for 2009.  Carried 5-0.  Copy filed.

Motion by Boykin second by Tripp to authorize the Chairman to sign the Emergency Medical Service Loan for City of Moville.  Carried 5-0.  Copy filed.

A public hearing was held at 10:15 a.m. for the sale of property parcel #181815 (103 Cecelia St, Sioux City). 

The Chairman called on anyone wishing to be heard. 
  
Motion by Boykin second by Smith to close the hearing.   Carried 5-0.
 
Tonya and Doug Olsen made a bid of $595.00 plus recording fees.

Motion by Boykin second by Tripp to approve the sale of this parcel to Tonya and Doug Olsen(107 Cecelia St) for the amount of $595.00 plus recording fees, for real estate parcel #181815 (103 Cecelia St, Sioux City).  Carried 5-0.

RESOLUTION # 10,753

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
By    Doug & Tonya Olsen_ in the sum of Five Hundred Ninety-Five Dollars & 00/100 ($595.00)-- dollars.
For the following described real estate, To Wit:
      
Parcel # 181815
Eight and the South Half of Lot Nine, Block Eight, Gaughran’s
Addition to Sioux City, Iowa, Second Plat, in the County of Woodbury
And State of Iowa
(103 Cecelia Street)
Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said
Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.
BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes.  Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.

Motion by Clausen second by Boykin to approve and authorize the Chairman to sign a Resolution approving a petition for tax suspension, via right of redemption, for Angel Woods, 711 W. 6th St, Sioux City.  Carried 5-0.

RESOLUTION APPROVING PETITION FOR SUSPENSION
OF TAXES THROUGH THE REDEMPTION PROCESS

WHEREAS, Angel E. Woods  as joint titleholders of  a property  located at 711 W. 6th Street, Sioux City, Woodbury County, Iowa, and legally described as follows:
Parcel #894729213027
West  66 2/3 Feet Lot Seven (7)  Block One (1)  W 66 2/3 Feet  South   40 Feet Lot Eight (8) Block One (1) Sioux City Addition, City of Sioux City, Woodbury County, Iowa
WHEREAS, Angel E. Woods, as joint titleholders of the aforementioned property has petitioned the Board of Supervisors for a suspension of taxes pursuant to the 1999 Iowa Code Section 447.9(3) and,
WHEREAS, the Board of Supervisors recognizes from documents provided that the petitioner is unable to provide to the public revenue; and
NOW, THEREFORE, BE IT RESOLVED, that the Woodbury County Board of Supervisors hereby directs the County Auditor to redeem this property  Parcel  #894729213027 owned by the petitioner from the holder of a certificate of purchase of the amount necessary to redeem under section 447.1, and hereby directs the Woodbury County Treasurer to so record the approval of this tax suspension for this parcel.

The Board discussed the fiscal year 2012 County budget.

The Board adjourned the regular meeting until March 8, 2011.
