FEBRUARY 22, 2011 — SEVENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 15, 2011 at 10:00 a.m. Board members present were Clausen, Monson, Smith, and Tripp; Boykin was absent. Staff members present were: Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
Motion by Clausen second by Tripp to go into closed session per Iowa Code Section 21.5(1)(C). Carried 4-0 on a roll-call vote.
Motion by Tripp second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(C). Carried 4-0 on a roll-call vote.
Motion by Clausen second by Tripp to approve the recommendation of counsel in regard to the Mercy Medical decision. Carried 4-0.
The Board recessed.
Motion by Clausen second by Smith to go into closed session per Iowa Code Section 21.5(1)(C). Mr. Tripp excused himself. Carried 3-0 on a roll-call vote.
Motion by Clausen second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(C). Carried on a 3-0 roll-call vote
The meeting was called to order.
Motion by Clausen second by Tripp to approve the minutes of the February 15, 2011 Board meeting. Carried 4-0. Copy filed.
Motion by Smith second by Clausen to approve the Contract with Woodbury County Deputy Sheriffs. Carried 4-0. Copy filed.
The Board approved the separation of William Graves, Sheriff Dept, effective 02-07-11. Resignation. Copy filed.
Motion by Smith second by Clausen to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for a Male Civilian Jailer, Sheriff Dept., CWA Civilian Jailers: $16.16/hour, Five (5) Temporary Summer Laborers, Secondary Roads Dept., Wage Plan: $8.00 - $10.00/hour based on experience, and Two (2) Temporary Engineering Aides, Secondary Roads Dept., Wage Plan: $7.60 - $12.50/hour based on experience. Carried 4-0. Copy filed.
Motion by Tripp second by Clausen to approve the appointment of Myrna Keitges to the Commission to Assess Damages, Category B-Owners of City Property. Carried 4-0.
Motion by Smith second by Tripp to approve and authorize the Chairman to sign a Utility Permit to Work for Cornbelt Power Cooperative/NIPCO per Recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed.
Motion by Clausen second by Tripp to approve abatement for the following taxes that are uncollectable or impractical to pursue collection through tax sale of personal judgment, per recommendation of County Treasurer Michael Clayton:
1)Jose Rodriquez Corona, VIN #K246XFKP504, mobile home has been dismantled and junked by mobile home park. Taxes total $280.00 plus interest and costs.
2)Corina A. Romero, VIN #05935617033, mobile home has been dismantled and junked by mobile home park. Taxes total $812.00 plus interest and costs.
3)Adolfo Rodriguez, VIN #C560D341, mobile home has been dismantled and junked by mobile home park. Taxes total $656.00 plus interest and costs.
4)Martina Guerrero, VIN #BU4188E, mobile home has been dismantled and junked by mobile home park. Taxes total $429.00 plus interest and costs.
5)Rebecca Lynn Venegas, VIN #FK410287, mobile home has been dismantled and junked by mobile home park. Taxes total $648.00 plus interest and costs.
6)Ma Macrina Sandoval, VIN #P113844, mobile home has been dismantled and junked by mobile home park. Taxes total $640.00 plus interest and costs.
Carried 4-0.
Bid opening was held for the Proximity Reader System for John Malloy, WCICC Dept. The bids were as follows:
Walsh Door & Hardware Co. $37,445.63
and
Electric Innovations $36,977.30
Motion by Clausen second by Smith to accept the bids and forward them to John Malloy, WCICC Dept. for review and recommendation. Carried 4-0. Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board discussed the fiscal year 2012 County budget.
Motion by Clausen second by Smith to publish the FY 2012 budget and set the public hearing for 10:15 AM on March 15th. Carried 4-0.
The Board adjourned the regular meeting until March 1, 2011.
