FEBRUARY 8, 2011 — FIFTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, February 8, 2011 at 10:00 a.m. Board members present were Clausen, Monson, Smith, and Tripp; Boykin was absent. Staff members present were: Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The Board of Supervisors canvassed the Anthon-Oto and Maple Valley Special Election held on 02/01/2011 with the following official results:
For the public measure
Anthon-Oto Maple Valley School District Merge
For the question, there were:
One hundred eighty-three (183) votes
Against the question, there were:
One hundred thirty-one (131) votes
TOTAL:
Three hundred fourteen (314) votes
GRAND TOTAL: Three hundred fourteen (314) votes
We therefore declare the public measure to be adopted.
Motion by Tripp second by Smith to approve and receive for signatures the canvass of the Anthon-Oto and Maple Valley Special Election. Carried 4-0. Copy filed.
The Board of Supervisors canvassed the Sioux City Community School District Special Election held on 02/01/2011 with the following official results:
For the public measure:
Physical Plant and Equipment Levy
For the question, there were:
Two thousand four hundred thirty-seven (2437) votes
Against the question, there were:
Three thousand four hundred thirty-five (3435) votes
TOTAL:
Five thousand eight hundred seventy-two (5872) votes
GRAND TOTAL: Five thousand eight hundred seventy-two (5872) votes
We therefore declare the public measure not to be adopted.
Motion by Clausen second by Smith to approve and receive for signatures the canvass of the Sioux City Community School District Special Election. Carried 4-0. Copy filed.

Motion by Tripp second by Smith to approve the minutes of the February 1, 2011 Board meeting. Carried 4-0. Copy filed.
Motion by Clausen second by Tripp to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for a Temporary Assistant County Attorney, Attorney Dept., Wage Plan: $15.00/hour and for a Motor Vehicle Clerk II, Treasurer Dept., ASFME Courthouse, Grd. 3: $13.42/hour. Carried 4-0. Copy filed.
Motion by Clausen second by Smith to approve the De-Authorization of Equipment Operator (2) F/T Positions, Secondary Roads Dept. Carried 4-0. Copy filed.
The Board approved the Appointment of Matthew Verzani, Temporary Assistant County Attorney, Attorney Dept., $31,200/year, effective 02-07-11. Not to exceed 120 days. Copy filed.
The Board approved the Transfer of Valerie Ping, Motor Vehicle License Deputy, Treasurer Dept., $51,811/year, 44%=$15,877/year increase, effective 02-09-11. 70% Appointed Deputy, per County Treasurer. Copy filed.
The Board approved the Reclassification of David Skilling, Assistant County Attorney, Attorney Dept., $81,170/year, 3%=$2,644/year increase. Per AFSCME Asst. County Attorney Contract agreement, from Step 11 to Step 12.
Motion by Clausen second by Smith to approve the contract with CWA Civilian Employees. Carried 3-0; Tripp abstained. Copy filed.
Motion by Smith second by Clausen to approve the Funding agreement for Project Number HC 11-6 with Hungry Canyons Alliance, Drop Inlet Structure in Sections 9 and 10, T86N, R42W on Reynolds Creek, per Mark Nahra, Secondary Roads. Carried 4-0. Copy filed.
Motion by Clausen second by Smith to approve and authorize the Chairman to sign the Final Farm to Market Payment voucher for Project Number STP-S-CO97(83)—5E-97 PCC Paving on County Rd. L36 North of Correctionville, per Mark Nahra, Secondary Roads. Carried 4-0. Copy filed.
A public hearing was held at 10:15 a.m. for the sale of property parcel #393435 (717 29th St, Sioux City).
The Chairman called on anyone wishing to be heard.
Motion by Clausen second by Tripp to close the hearing. Carried 4-0.
John Wockenfuss made a bid of $3,097.00 plus recording fees.
Motion by Clausen second by Smith to approve the sale of this parcel to John Wockenfuss for the amount of $3,097.00 plus recording fees, for real estate parcel #393435 (717 29th St, Sioux City). Carried 4-0.

BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa, that the offer at public auction of:
By Wockenfuss Properties LLC in the sum of Three Thousand & Ninety-Seven Dollars & 00/100 ($3,097.00)------ dollars.
For the following described real estate, To Wit:
Parcel # 393435
Lots 8 and 9, Block 22, Peirce’s Addition to Sioux City, Iowa in the
County of Woodbury and State of Iowa
(717 29th Street)
Now and included in and forming a part of the City of Sioux City, Iowa, the same is hereby accepted: said
Amount being a sum LESS than the amount of the general taxes, interests, costs and penalties against the said Real Estate.
BE IT RESOLVED that payment is due by close of business on the day of passage of this resolution or this sale is null and void and this resolution shall be rescinded.
BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).
BE IT FURTHER RESOLVED that the Chairman of this Board be and he is hereby authorized to execute a Quit Claim Deed for the said premises to the said purchaser.
