FEBRUARY 1, 2011 — FOURTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, February 1, 2011 at 10:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Tripp. Staff members present  were:  Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

Motion by Boykin second by Tripp to go into closed session per Iowa Code Section 20.17(3).  Carried 5-0 on a roll-call vote.

Mr. Tripp excused himself from the session when the Board discussed bargaining unit strategy.

Motion by Smith second by Boykin to go out of closed sessions per Iowa Code Section 20.17(3).  Carried 4-0 on a roll-call vote.

The meeting was called to order.
 
Motion by Clausen second by Smith to approve the minutes of the January 25, 2011 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the appointment of Michael Headid, Maintenance Technician, Building Services Dept., $15.98/hour, effective 02-07-11. Per job vacancy posted:  10-06-10 & reposted 11-02-10.  Entry Salary Range: $14.75-$15.98/hour.   Copy filed.
 
The Board approved the Separation of Amy Beringer, Case Manager, Social Services Dept., effective 02-11-11. Resignation.   Copy filed.
 
Motion by Boykin second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for Case Manager, Social Services Dept., Wage Plan:  $36,582/year.   Carried 5-0.  Copy filed.

Motion by Smith second by Boykin to appoint Katie Colling to the Community Action Agency of Siouxland Board of Directors.  Carried 5-0.

Motion by Boykin second by Tripp to approve and authorize the Chairman to sign a Resolution setting the public hearing and sale date for Parcel #447690, 1900 Summit St, Sioux City.  Carried 5-0.

WHEREAS Woodbury County, Iowa was the owner under a tax deed of a certain parcel of real estate described as:

The North 40 Ft. of Lot 8 and the South 5 Ft. of Lot 9, in Block 18, Rose  
Hill Addition to Sioux City, Iowa (Second Plat) in the County of     
Woodbury and State of Iowa
(1906 Summit Street)

NOW THEREFORE,
 
BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa as follows:

1.  That a public hearing on the aforesaid proposal shall be held on
      the  15th Day of February, 2011 at 10:15 o’clock a.m. in the meeting
      room of the Board of Supervisors on the first floor of the Woodbur
      County Courthouse.
     
2.  That said Board proposes to sell the said parcel of real estate at a
      public auction to be held on the 15th Day of February, 2011, immediate        
      following the closing of the public hearing.
     
3.   That said Board proposes to sell the said real estate to the highest
       bidder at or above a total minimum bid of $386.00 plus recording fees.

Motion by Boykin second by Clausen to accept Certificate of Completion for Project Number G-2010-maintenance Gravel with Hallett Materials per Mark Nahra, Secondary Roads. Carried 5-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Jim Rixner of Siouxland Mental Health invited the Board to a meeting with the Siouxland Mental Health Board.  Suan Barta of Youth Protection asked the Board to support funding of several youth programs.

Motion by Boykin second by Smith to receive the Juvenile Detention (General Supplemental) budget reduced by $94,418.00.  Carried 5-0.
 
Motion by Tripp second by Boykin to receive the Juvenile Detention Gang Prevention Program (General Supplemental) reduced by $578.00.  Carried 5-0.

Motion by Smith second by Clausen to receive the First Tee (General Supplemental) budget reduced by $9,035.00.  Carried 5-0.

Motion by Boykin second by Tripp to receive the Centralized Intake (General Supplemental) budget reduced by$3,472.00.  Carried 5-0.

Motion by Smith second by Boykin to receive the Youth Guidance Services (General Supplemental) budget as submitted.  Carried 5-0.

Mr. Boykin excused himself at 10:45 AM.

Motion by Clausen second by Smith to receive the Non-Mandated Programs budget reduced by$12,740.00.  Carried 4-0.
 
Mr. Boykin rejoined the Board.

Motion by Boykin second by Clausen to receive the Secondary Roads budget as submitted.  Carried  5-0. 

Motion by Boykin second by Tripp to receive the Roadside Management (Rural Basic) budget reduced by $162.00.  Carried 5-0.

Motion by Tripp second by Boykin to receive the Area Solid Waste Management (Rural Basic) budget reduced by $1,220.00.  Carried 5-0.
 
Motion by Boykin second by Smith to receive the Board of Supervisors Expense (General Basic) budget reduced by $96,449.00.  Carried 4-1; Clausen opposed.

Motion by Smith second by Boykin to receive the Board of Supervisors-Board Administration budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Board of Supervisors-Civil Service budget as submitted.  Carried 5-0.

Motion by Boykin second by Tipp to receive the Board of Supervisors-Public Bidder budget as submitted.  Carried 5-0.

Motion by Tripp second by Boykin to receive the Board of Supervisors-Mail Services budget as submitted.  Carried 5-0.

Motion by Boykin second by Clausen to receive the Building Services-Capital Improvement Projects budget as submitted.  Carried 5-0.

Motion by Smith second by Boykin to receive the District Court Operations (General Supplemental) budget as submitted.  Carried 5-0.
 
Motion by Boykin second by Smith to receive the Phoenix Program (General Supplemental) budget as submitted.  Carried 5-0.

Motion by Boykin second by Smith to receive the Riverboat Fund (Non-tax) budget and the Infrasrtucture/ Economic Development Funds (Non-Tax) budget as submitted.  Carried 5-0.

The Board adjourned the regular meeting until February 8, 2011.
