JANUARY 11, 2011 — SECOND MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Monday, January 11, 2011 at 9:00 a.m.  Board members present were Boykin, Clausen, Monson, Smith, and Tripp. Staff members present  were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.

The Claims were approved as presented.  Copy filed.

Motion by Boykin second by Clausen to go into closed session per Iowa Code Section 21.5(1)(a).  Carried 5-0 on a roll-call vote.  Mr. Tripp excused himself declaring a conflict of interest.

Motion by Boykin second by Smith to go out of closed sessions per Iowa Code Section 21.5(1)(a).  Carried 4-0 on a roll-call vote.

The meeting was called to order.
 
Motion by Smith second by Tripp to approve the minutes of the January 3, 2011 Board meeting.  Carried 5-0.  Copy filed.

The Board approved the salary of George Boykin, Board Member, Board of Supervisors Dept., $30,628/year, -19%+$5,838/yr, effective 01-03-11.  From Board Chairman to Board Member, effective 01-03-11.   Copy filed.
 
The Board approved the salary of Mark Monson, Board Chairman, Board of Supervisors Dept., $36,466/year, 19%=$5,838/yr, effective 01-03-11.  From Board Member to Board Chairman, effective 01-03-11.   Copy filed.

The Board approved the Appointment of Diana Christensen, First Deputy, County Treasurer Dept., $62,914/year, 6.25%=$3,701/yr, effective 01-04-11.  Per County Treasurer Appointment, from License Deputy to 1st Deputy.  Copy filed.

The Board approved the separation of Larry Swanberg, Assistant Building Superintendent, Building Services Dept., effective 01-05-11.  Copy filed.

The Board approved the end of military leave of absence for Scott Blakely, Equipment Operator, Secondary Roads Dept., effective 01-10-11.  Copy filed.

The Board approved the end of military leave of absence for of Michael Jarabek, Engineering Tech II, Secondary Roads Dept., effective 01-10-11.  Copy filed.

The Board approved the appointment of Raymond Richtermeier, Temporary Equipment Operator, Secondary Roads Dept., $18.67/hour, effective 01-12-11.  Not to exceed 120 days.  Copy filed.

Motion by Boykin second by Smith to approve and authorize the Chairman to sign an “Authorization to Initiate Hiring Process” for an Assistant Building Superintendent, Building Services Dept. Entry Level:  Wage Plan:  $45,724/year and for a Deputy Sergeant, Sheriff Dept. Entry Level:  C.W.A. Deputy:  $28.76/hour.   Carried 5-0; copy filed.

Motion by Tripp second by Clausen to receive as submitted the Semi-Annual Report of Funds in the Hands of the County Treasurer at close of business December 31, 2010 per County Treasurer, Mike Clayton.  Carried 5-0.  Copy filed.

Motion by Monson second by Clausen to receive as submitted the Commission of Veteran Affairs Quarterly Report for the 2nd quarter ending 12/31/2010.  Carried 5-0.  Copy filed.

County Attorney Patrick Jennings presented a Resolution to Prohibit Guns and Other Dangerous Weapons on County Property.

Luke Nixa, 1212 Edgewater, Sioux City, Bill Hanke, 2933 Jackson, Sioux City and Duane Benson spoke in opposition to the resolution.

Motion by Boykin second by Clausen to approve and Authorize the Chairman to sign a Resolution to Prohibit Guns and Other Dangerous Weapons on County Property.  Failed 2-3; Boykin and Clausen voting aye.
 
Motion by Boykin second by Clausen to receive as submitted the District Technician 2010 Report presented by Woodbury county Soil and Water Conservation District, Lewis Byers.  Carried 5-0.  Copy filed

Presentation of County Audit from Williams & Company by Dennis Butler, Auditor.

Motion by Boykin second by Smith to receive as submitted the County’s Comprehensive Annual Financial Report.  Carried  5-0.  Copy filed.

Motion by Boykin second by Clausen to receive as submitted the contract for Annual County Audit with Williams & Company.  Carried 5-0.  Copy filed.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

Motion by Boykin second by Smith to receive the County Sheriff-Uniform Patrol budget as submitted.  Carried 5-0.
 
Motion by Boykin second by Clausen to reduce the County Sheriff-Investigations overtime by $5,000.00 plus related expenses.  Carried 4-1.

Motion by Boykin second by Clausen to receive the County Sheriff-Investigations budget as amended.  Carried 5-0.

Motion by Smith second by Boykin to reduce the County Sheriff-LEC-Correctional Facility office equipment by $1,000.00.  Carried  4-0; Tripp abstained.

Motion by Boykin second by Smith to receive the County Sheriff-LEC-Correctional Facility budget as amended.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Clausen to reduce the County Sheriff-Prairie Hills overtime by $5,000.00 plus benfits.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Smith to reduce the County Sheriff-Prairie Hills equipment by $1,500.00.  Carried 4-0; Tripp abstained.

Motion by Clausen second by Boykin to reduce the County Sheriff-Prairie Hills acting sergeant pay by $2,000.00 plus benefits.   Carried 4-0; Tripp abstained.

Motion by Boykin second by Smith to receive the County Sheriff-Prairie Hills budget as amended.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Smith to reduce the County Sheriff-Administration office supplies by $2,000.00.  Carried 4-0; Tripp abstained.

Motion by Smith second by Boykin to reduce the County Sheriff-Administration equipment by $3,000.00 budget as submitted.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Smith to receive the County Sheriff-Administration budget as amended.  Carried 4-0; Tripp abstained.

Motion by Smith second by Boykin to receive the County Sheriff-Administration auto replacement budget as submitted.  Carried 4-0; Tripp abstained.

Motion by Smith second by Clausen to receive the County Sheriff-Civil Division budget as submitted.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Clausen to receive the County Sheriff-Crime Prevention budget as submitted.  Carried 4-0; Tripp abstained.

Motion by Smith second by Boykin to reduce the County Sheriff Courthouse Security transportion by $40,000.00.  Carried 4-0; Tripp abstained.

Motion by Smith second by Boykin to receive the County Sheriff Courthouse Security budget as amended.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Smith to receive the County Sheriff Uniform Patrol-Rural Basic budget as submitted.  Carried  4-0; Tripp abstained.

Motion by Smith second by Boykin to receive the County Sheriff Forfeiture 278 budget as submitted.  Carried 4-0; Tripp abstained.

Motion by Boykin second by Tripp to receive the Communication Center (General Basic) budget reduced by $5,904.00.  Carried 5-0.

Motion by Boykin second by Smith to receive the County Fair Allocation (General Basic) budget reduced by $6,059.00.  Carried 4-1; Tripp opposed.

Motion by Smith second by Boykin to receive the Veteran Affairs Administration budget as submitted.  Carried 5-0.

Motion by Boykin second by Clausen to receive the Veteran Affairs IDVA Grant budget as submitted. Carried 5-0.

Motion by Clausen second by Smith to receive the Veteran Affairs Assistance budget reduced by $1,500.00.  Carried 4-1; Boykin opposed. 

The Board adjourned the regular meeting until January 18, 2011.
