DECEMBER 21, 2010 — FIFTYTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS
The Board of Supervisors met on Tuesday, December 21, 2010 at 9:00 a.m. Board members present were Boykin, Clausen, Monson, Smith, and Walish. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney and Patrick F. Gill, Auditor/Clerk to the Board.
The Claims were approved as presented. Copy filed.
The meeting was called to order.
Motion by Monson second by Clausen to approve the minutes of the December 14, 2010 Board meeting. Carried 5-0. Copy filed.
The Board approved the separation of Michael Clayton, First Deputy, Treasurer Dept., effective 01-02-11. Resignation to assume Elected Office from Appointed Co. Treasurer, First Deputy, to Elected Official with 4 year term. Copy filed.
The Board approved the appointment of Michael Clayton, County Treasurer, Treasurer Dept., $74,016/year, effective 01-03-11. Resignation to assume Elected Office from Appointed Co. Treasurer, First Deputy, to Elected Official with 4 year term. Copy filed.
The Board approved the appointment of David Tripp, Board Member, Board of Supervisors Dept., $30,628/year, effective 01-03-11. Copy filed.
The Board approved the reclassification of Athena Ladeas, Assistant County Attorney, Attorney Dept., $55,003/year, effective 01-05-11. Per Assistant County Attorney Contract agreement, from Step 2 to Step 3. Copy filed.
Motion by Walish second by Clausen to receive the appointment of Vickie S. Buettener, 2655 mason Avenue, Anthon, Iowa, as Miller Township Clerk, to fill the vacancy in the office until the regular election in 2011. Carried 5-0. Copy filed.
A public hearing was held at 10:15 a.m. for the sale of property parcel #543525 (2954 S. St. Mary’s, Sioux City) to the City of Sioux City only for $1.00. The Chairman called on anyone wishing to be heard.
Motion by Clausen second by Smith to close the hearing. Carried 5-0.
Motion by Clausen second by Walish to approve the sale of this parcel to the City of Sioux City for the amount of $1.00, plus recording fees, for real estate parcel #543525 (2954 S. St. Mary’s, Sioux City). Carried 5-0.

BE IT RESOLVED that per Code of Iowa Section 569.8(3 & 4), a parcel the County holds by tax deed shall not be assessed or taxed until transferred and upon transfer of a parcel so acquired gives the purchaser free title as to previously levied or set taxes. Therefore, the County Treasurer is requested to abate any taxes previously levied or set on this parcel(s).

The Board reviewed the Snyder and Associated Draft Flood Plain Work Map for the Brown’s Lake/Brown/s Lake Tributary.
The Board reviewed Snyder and Associated Tier II revised Flood Plain mapping for the Farmer’s/Garretson Drainage/Ditch area.
Rob Marqusee, Rural Economic Development gave the board an update on Woodbury County Entrepreneur Program-Pureside Organics.
Motion by Monson second by Clausen to approve and Authorize the Chairman to sign a Resolution to Support an MPO Project for the City of Sergeant Bluff on Warrior Road. Carried 5-0.
BOARD OF SUPERVISORS RESOLUTION:

RESOLUTION ACCEPTING AND APPROVING
MPO PROJECT FOR CITY OF SERGEANT BLUFF
ON WARRIOR ROAD
WHEREAS, Woodbury County, Iowa is desirous of submitting an application to the SIMPCO MPO Surface Transportation Program (STP) for the following project in FY 2015 in cooperation with the City of Sergeant Bluff Iowa:
Surface Transportation Program Funding Priority: Warrior Road improvements east of South Lewis Boulevard and west of Old Lakeport Road.
NOW THEREFORE, BE IT RESOLVED by the Woodbury County Board of Supervisors that the County supports the City application to the SIMPCO MPO Surface Transportation Program for Fiscal Year 2015 for the above named project.
BE IT FURTHER RESOLVED, upon approval of the project within the regional TIP, the County Engineer is directed to work with the City in drafting an agreement for project participation.

The Chairman asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.
The Board adjourned the regular meeting until January 3, 2010.
